Description
XTLF 19-1013, Unaccompanied Officer Dorm F642. This project will be executed as a design-bid-build project. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.-This solicitation is a Total Small Business Set Aside. Basis of award will be made based on:1. Contractor accepting all terms and conditions 2. Compliance of section L and M 3. Valid bid bonds 4. Contractor past performance 5. Lowest Price Technically Acceptable (Firm Fixed Price)-Project Magnitude is between $5,000,000 and $10,000,000 NAICS Code 236220, Standard Size $45.0MSUSTAINMENT REPAIR: Repair by replacement of the windows and the exterior aggregate panels near the windows in the facility, mitigating any asbestos-containing material in the window caulking. Repair damaged drywall near the windows. Repair the roof. Renovate the existing bathrooms in each unit, including sinks, vanities, toilets, floor tile, shower fixtures, shower surface and drains. Include bidets in various rooms to accommodate international students. Repair the existing Heating, Ventilation, and Air Conditioning (HVAC)system, and remove mold and hazardous material as necessary. Repair the fire alarm system. Upgrade electrical panels. Install an anti-scaling system to mitigate hard water buildup on kitchen and bathroom fixtures. Replace damaged flooring and repaint the walls in each unit. Reroute existing water, gas, electrical and communications lines as necessary. Repair walks and ramps as necessary to the work being completed in the facility.MAINTENANCE AND REPAIR: Renovate two units to make Architectural Barriers Act (ABA) and ambulatory compliant. This includes comprehensive renovation of the living quarters and bathroom areas to provide a compliant and usable layout. This includes the electrical and plumbing work necessary to the renovation. Renovate the existing kitchen areas to include repair of mold-damaged surfaces. Provide appropriate handrails and handicap signage, markings, and symbols. Repair the damage to the facility that was incurred during Winter Storm Uri in February 2021, including a broken toilet and drywall and flooring damage due to leaks.MINOR CONSTRUCTION: Fully enclose the breezeways in the facility with an aluminum and glass storefront featuring a new entry canopy. Project design is 100% complete. Sustainable principles, to include life cycle cost effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02.
