It is neither a solicitation announcement nor a request for proposal or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area of expertise and experience to compete for this acquisition. IMPORTANT INFORMATION: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is NAICS: 562112 Hazardous Waste Collection ($47.0M) PSC: S205 Housekeeping Custodial Janitorial Responses to this notice shall include the following: (a) Company name (b) Address (c) Point of contact (d) Phone, fax, and email (e) UEI number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, and (i) Must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below. The Veterans Health Administration (VHA) has a requirement for the Albuquerque, Tucson, Phoenix, and Prescott VA Medical Centers (VAMCs) and associated Community Based Outpatient Clinics (CBOCs) for Bio-hazardous Infectious Waste removal. ** Participation may be expanded upon to include facilities within VISN 22 that may benefit from this service. GENERAL REQUIREMENTS: Contractor shall provide all necessary labor, containers, equipment and transportation for the disposal of Bio-hazardous Infectious Waste: Includes waste defined by the United States Environmental Protection Agency (EPA) as infectious waste on the Guide for Infectious Waste Management, #EPA/530-SW-86-014, May 1986 or latest edition and by the Arizona Administrative Code in Title 18, Environmental Quality, Chapter 13, Department of Environmental Quality, Solid Waste Management, Local, County or Municipal Laws, Regulations, and Guidelines. Exclusions listed in the guide are corrosive, reactive, radioactive, toxic, and other substances as specified. The common types of waste including regulated medical waste, which must be disposed of are: A. Blood and Blood Products: Discarded products and materials containing free-flowing blood or free-flowing blood components. B. Dialysis Waste C. Human Tissues, Body Parts, and Limbs (Pathological Waste): Discarded organs and body parts removed during surgery. Human pathologic wastes do not include the head or spinal column. D. Biological and non-Resource Conservation and Recovery Act (RCRA) regulated Pharmaceuticals E. Research Waste: Animal carcasses, body parts, and bedding of animals that have been infected with agents that produce, or may produce, human infection. F. Laboratory Specimens G. Needles, Syringes, and other Sharps: Discarded sharps used in animal or human patient care, medical research, or clinical laboratories. H. Pathology and Histology Samples I. Surgery Waste J. Isolation Waste K. Cultures, Slides, and Stocks: Discarded cultures, slides, and stocks generated in the diagnosis, treatment or immunization of a human being or animal or in any research relating to that diagnosis, treatment or immunization, or in the production or testing of biologicals. L. AIDS and Hepatitis Waste M. Intravenous Bags, Blood Bags, and Associated Tubing N. Packaging Materials, Gloves, and Gowns Associated with Waste Collection O. Sharps Waste: shall include hypodermic needles, needles attached to tubing, puncture devices, syringes, suture needles, scalpel blades, pipettes, slides and coverslips, vials, tubes, razors, glassware, and broken glass shards. P. Trace Chemotherapy Waste: Discarded material that has come in contact with an agent that kills or prevents the reproduction of malignant cells. Q. The collection, transport and disposal of non-RCRA and RCRA regulated hazardous chemical waste streams. R. The collection, transport and disposal of Non-RCRA and RCRA pharmaceutical wastes. S. The providing and replacing of drug anti-diversion devices when they are filled. Packaging, Materials, and Labeling: The contractor shall supply special containers for non-RCRA and RCRA regulated hazardous chemical waste, non-RCRA and RCRA pharmaceutical waste, red bag liners and labels and placards for the Regulated Medical Waste (RMW) and yellow specially marked containers for the trace chemotherapy wastes. The labels and placards are necessary to satisfy Federal, State, and Local laws for package content identification, transportation over public thoroughfares and transfer to any company involved in the destruction, recovery, or burial of bio-hazardous material. Licenses and Permits: The contractor must be properly licensed by Federal, State, and Local authorities to provide pickup, removal, and disposal of bio-hazardous waste, pathological waste, trace chemotherapy waste, non-RCRA regulated pharmaceutical waste, and sharps waste. The contractor shall attach copies of licenses and permits indicated above with their offer at time of offer due date. The contractor shall provide name, address, contact name, and telephone number of all disposal facilities and methods to be used for each type of waste disposal (i.e. autoclave, incinerate, etc.) under this contract, with their offer at time of offer due date. Contractor Liability: The contractor shall assume all liability for the medical waste removed from the VA property from the time of pick-up until the total distribution of the waste by incineration, sterilization, or other disposal method, which must comply with EPA, Occupational Safety and Health Administration (OSHA), and/or any other controlling agency with oversight authority. Manifest Documentation: The contractor shall provide tracking of medical waste from the point of pickup, through use of an EPA-approved manifest system. The contractor shall also provide hard copy documentation (manifest sheets) to the facility Contracting Officer s Representative (COR), indicating time and date of pickup, time and date of incineration, and weight of each container received. Transportation: The contractor shall provide transportation in compliance with Department of Transportation (DOT) regulations. Trucks shall have leak-proof compartments for containing medical waste and shall have built-in spill control technology. The contractor shall provide contingency plans for emergency/hazmat response and provide a full compliment of safety equipment. NOTICE TO POTENTIAL OFFERORS: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, Veteran-owned companies conducting business as Service Disabled and/or Veteran-Owned Small Businesses are required to register in the SBA.gov online database to be considered for contract award. This database is used to promote and market Veteran Owned Small Businesses (VOSBs) and Service-Disabled Veteran Owned Businesses (SDVOSBs). The Contractor can register online at Veteran Small Business Certification (sba.gov) or call SBA Vet Cert Support at 800-862-8088. All interested Offerors should submit information by e-mail to lorenza.gammage@va.gov. All information submissions shall be received no later than 3:00 pm Pacific Time on Wednesday, November 8, 2023. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
