- SOURCES SOUGHT NOTIFICATION �FOR AH-64 CONUS and OCONUS TRANSITION TRAINING SUPPORT INTRODUCTION The Army Contracting Command (ACC) Orlando is issuing this sources sought notice as a means of conducting market research to identify parties having in the capability and the resources to support the requirement for the transition of operations training necessary to effectively employ the AH-64E V6 (and Regression Training to Previous Versions) configuration for U.S. Army and Foreign Military Sales (FMS) customers both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The intention is to procure these services on a new Indefinite Delivery Indefinite Quantity (IDIQ) contract. PLACE OF PERFORMANCE Location % OCONUS Multiple CONUS and OCONUS locations, see attached draft PWS 45.8% CONUS� � � � � � � � � � � � � OCONUS54.2% PROGRAM BACKGROUND The International Programs Office (IPO) , is designated as the provider of AH-64 Apache Transition Training for both pilots and maintainers. After Action Review/ Training Playback System (AAR) Flight related items: Flight Clothing/Gear Foreflight or Equivalent AAIH IHADDS ALSE Vest Survival Radios Surface Book Surface Pros Mice Surface Pens Surface Book Keyboards iPad Minis DBA Insurance Aircraft Liability Insurance REQUIRED CAPABILITIES The Contractor shall provide evidence of current, qualified, and proficient AH64Ev6 instructor pilots and maintenance examiners at the time of this sources sought notice. The Contractor shall detail their current capability to deliver training courses using a combination of USG, non-USG, Original Equipment Manufacturer (OEM)-derived or non-aircraft OEM printed training manuals and training materials to ensure successful training completion. Aircraft operator, maintainer and support courses may include initial qualification training, differences training and graduate level individual and collective training.� The Contractor shall provide individual and continuation training for all Aircrew Training Program (ATP) tasks, to include all 1000, 2000, 3000, and 4000-series tasks ATP training shall include readiness level progression, refresher training, exportable training and qualifications, continuation training, and evaluations. These training programs include the development, sustainment, execution, and evaluation of supporting programs and training in related systems, and gunnery programs. The contractor shall deliver courses at directed locations covering the development, training, and planning of applicable tactics, techniques, and procedures relevant and tailored to the customer�s mission, potential threats, terrain, and weather.� Instructors shall be qualified, current, and proficient in the AH64EV6 helicopter operator or maintenance instructors/examiners and show the ability and aptitude to conduct all academic, ground based hands-on and simulation training.� The instructors must be fully trained in the aircraft series or version they are to train prior to providing that training to the customer.� Instructors may be trained through coordination with U.S. Army Aviation Center of Excellence (USAACE) and the Director of Evaluation and Simulation (DES) Maintenance Evaluators must meet all the requirements set-forth in AR 95-20. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1). SPECIAL REQUIREMENTS: Special requirements will be In Accordance With (IAW) the attached PWS paragraph 5 and its sub-paragraphs. ELIGIBILITY The applicable NAICS code for this requirement is 611512 (Flight Training), with a Small Business Size Standard of $34.0M. The Product Service Code is U099 (Education/Training - Other). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. *NOTE 01:� The current SBA Table of Small Business Size Standards was updated 17 March 2023; since the beginning of 2022, the SBA has regularly updated the table to account for inflation.� Businesses must update their SAM.gov profiles in order to have their small business status reflect the most current small business size standards.� Until updated, the SAM profiles will continue to display the small business status under outdated size standards. *NOTE 02: In accordance with 13 C.F.R. 121.104, the current calculation for dollar (monetary) value based NAICS codes is average total receipts over the last five (5) completed fiscal years *NOTE 03:� In accordance with 13 C.F.R. 121.106, the current calculation for employee based NAICS codes is average number of employees used for each pay period for the preceding completed 24 calendar months.� ADDITIONAL INFORMATION The estimated period of performance consists of one base and four option years with performance commencing in June 2024. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with an estimated ceiling of $85-95M. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. The Government is currently refining the acquisition strategy and the planned approach has not yet been finalized. Your firm�s responses to this posting will assist the Government with its development. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Contractors are requested to submit a capabilities statement including a cover sheet of no more than 15 pages. The cover page should include company name, address, and points of contact including phone numbers and e-mail addresses. This documentation must address at a minimum the following items: Describe your company�s capability to provide current, qualified, and proficient AH64Ev6 instructor pilots and maintenance examiners for the transition training requirements detailed above. Describe your company's past experience. What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. Can or has your company managed a team of subcontractors before? If so, provide details. What specific technical skills does your company possess which ensure capability to perform the requirements detailed above and in the attached PWS? Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. A statement indicating if your firm is a large or small business under NAICS code 611512; if small business, please indicate any applicable socio-economic status [i.e., 8a, Small Disadvantaged Business (SDB), HUBZone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Women-Owned Small Business (WOSB)]. Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. Your firm�s response to this Sources Sought, including any capabilities statement, shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF). All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
