Description
Field Office/Work Space, Great Bridge Reservation Chesapeake, Virginia This is a Sources Sought notice only; it is not a request for competitive proposals. There are no solicitation, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest and availability of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this sources sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this sources sought notice. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NAICS CODE 236220. Project Description: Construct a new 40�x 80� building.� The new building is to have office space for 2 desks plus a common area with a table for a total of 5 personnel and a unisex bathroom.� The office area is to have HVAC.� The remaining space in the building is to be a workshop and storage which has no A/C.� There are to be bay doors at each end of the building.� There is to be an additional concrete pad adjacent to the building with an optional shed cover. The new building shall have electricity, communications, water and sewer and the electricity and water are to be metered. The office shall have two computer drops and the workshop area will need to supply power for a compressor and a welder (the equipment is not a part of the design).� The site shall have sidewalks, grass and 5 stabilized grass parking spaces but no other landscaping.� Provide electrical Shore Power service (75 Kw, 3 Phase, 480 VAC) to the wharf to the east where a portion of the infrastructure has already been installed.� Provide an emergency generator to provide power to the new building and the wharf.� The asphalt pavement at the adjacent historic buildings at the Great Bridge Reservation is failing in some areas.� Determine if repaving, rebuilding, resurfacing, or regrading is required.� Enlarge the existing entry gate and asphalt approach entrance to the Great Bridge Reservation.� The shed cover, parking, gate, generator, and pavement are anticipated to be solicited as construction options.� � � It is anticipated that the Government will issue a firm fixed price contract.� We are requesting that all interested and qualified� businesses respond to this sources sought notice with a capability statement not to exceed fifteen (15) total pages. At a minimum, the statement shall include: Offeror�s name, address, point of contact, phone number, and e-mail address. Offeror�s Cage Code and UEI number. Offeror�s interest in bidding on the solicitation when it is issued. Offeror�s capability to perform a contract of this magnitude and complexity (include offeror�s in-house capability to execute construction, comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project); provide at least 3 examples of 100% construction complete projects and provide a client POC for each.� Offeror�s experience working with any similar projects involving construction of building that include office space and worksop spaces, ste preperation, paving, and utility infrastructure. A statement of the portion, by percentage, of the work that will be self-performed on this project, and how it will be accomplished; include a statement of the number of subcontractors by discipline. Offeror�s Joint Venture information if applicable � existing and potential. Offeror�s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) Firm�s Point of Contact, to include daytime phone number, e-mail address, role in company. NAICS Code: Statement of NAICS 236220 as appropriate, or a proposed NAICS that your firm feels may be more applicable. Please identify NAICS and outline why it should be used. Please only include a narrative of the requested information.� Additional information will not be reviewed. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (ie, 8(a), Hub-zone, Service Disabled Veteran Owned Small Business, Woman Owned, Etc.).� The order of magnitude for this effort is estimated between $1,000,000.00 and $5,000,000.00. Contractors will be required to submit bonding documents prior to award. Bonding documents are not required for this sources sought.� The project is located on federal property at theGreat Bridge Reservation in Chesapeake, Virginia and areas are available for work during regular working hours (7:00am to 4:30pm) Monday through Friday. No weekend or holiday work is anticipated.� Anticipated solicitation issuance date is on or about Mar 2024.� The construction period of performance will be approximately 365 calendar days from Notice to Proceed (NTP).� The official synopsis citing the solicitation number will be issued on Procurement Integrated Enterprise Environment (PIEE),https://piee.eb.mil� Since this is a Sources Sought announcement only, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and solicitation requests will not be acknowledged. USACE Norfolk District is not seeking or accepting unsolicited bids, and will not accept telephone inquiries. All questions and correspondence shall be directed via email at Luke.D.Hedlund@usace.army.mil. No reimbursement will be made to any costs associated with providing information in response to this announcement. All responses to this announcement must be sent electronically to Luke.D.Hedlund@usace.army.mil with copy furnished to Stormie.B.Wicks@usace.army.mil no later than 1:00p.m. (EST), 15 NOV 2023.�� This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
