THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It does not constitute a request for quote (RFQ) or request for proposal (RFP), or a promise to issue an RFQ or RFP in the future. The information provided in the RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to� procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to any information submitted. Air Force representatives may or may not choose to meet with interested vendors. Such discussions would only be intended to get further clarification of potential technical capability to meet the requirements, especially any development and certification risks. The Air Force seeks information on the capabilities of interested contractors in the technical and functional areas described below to facilitate Market Research and determine the best strategy to satisfy the requirements. The Kessel Run (KR) All Domain Common Platform (ADCP) program delivers software developer resources and services that enable the development and continuous integration and delivery of software-intensive capabilities to Air Force (AF), Joint, and Coalition Command and Control (C2) end-users. The ADCP program also provides enterprise services to continuously test, secure, and deploy applications to staging and production environments across multiple classification levels.� The current primary ADCP user base is the Air and Space Operations Center (AOC) enterprise, and the program intent is to further scale to support the broader operational C2 community.� In conjunction with the above ADCP services, the KR Office of the Chief Technology Officer (OCTO) Security organization assures the continued security of the ADCP and KR applications through a variety of security engineering, cybersecurity engineering, assessment & accreditation, and security operations activities. ADCP and OCTO Security operations are anticipated to continue upscaling over the next three to five years.� The ADCP user base will increase as modernized, ADCP-hosted AOC applications are adopted for operations across more AOCs (from two currently to six or more over the next 3 years); the ADCP infrastructure is updated to a cloud-connected edge architecture; and ADCP/OCTO security establish operations centers to provide robust 24/7/365 operational user support, cyber defense, and cybersecurity incident response. Since KR�s production environments support multiple classification levels, the Government anticipates associated increased requirements for cleared personnel, working in classified facilities, on classified (predominantly Department of Defense (DoD) Secret, Impact Level 6 (IL6)) systems. The Government currently operates as the ADCP systems integrator. In order to provide the full range of ADCP services to developers and end users, KR utilizes a diverse set of engineering personnel supplied by multiple vendors to support Government-led teams with a blended civil servant, military, and contractor makeup.� In that operating construct, KR has historically utilized Time & Materials (T&M) contracts with pre-negotiated labor categories and T&M rates.� KR intends to continue delivery of select services with the aforementioned team structure with the Government remaining as the ADCP systems integrator; however, the Government is also evaluating opportunities to diversify and streamline its approach to delivery of ADCP services and performance of select OCTO Security functions.� The evolved acquisition strategy may incorporate identification of elements of that work that are suitable for transition to a vendor-led service team approach, potentially using alternative contract types (e.g. Firm Fixed Price). This acquisition is intended to obtain high level engineering skills and vendor capabilities in the following disciplines: Cloud Architecture DevSecOps Engineering Software Engineering Product Engineering Platform and Platform Services Engineering Site Reliability Engineering Security, Cyber Security, and Cyber Engineering Engineering personnel and/or vendor-led services acquired via this effort will support multiple areas within KR�s ADCP and OCTO organizations.� Functional areas to be supported include, but are not limited to, Platform Operations, Global/Distributed Infrastructure, Development and Deployment Tools, Information Technology Service Management (ITSM), Cyber Security/Cyber Surety Engineering, and the Security Operations Center (SOC). Performance locations include: Boston, Massachusetts; Hanscom Air Force Base (AFB), Massachusetts; Langley AFB, Virginia; remote/telework; contractor facilities, and CONUS/OCONUS operational locations (either permanent or temporary travel)
