Action Code: Sources Sought Notice Class Code: Y-Construction Services NACIS Code: 237990 Title: Dredging Nearshore Borrow Area and Beach Nourishment, Town Neck Beach, Sandwich, Massachusetts.� Solicitation Number: W912WJ24B00XX Set Aside Code: Response date: �November 28, 2023� Place of Performance:� US Army Engineer District, New England 696 Virginia Road Concord, MA 01742-2751 US Description: The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Dredging Nearshore Borrow Area and Beach Nourishment, Town Neck Beach, Sandwich, Massachusetts. This announcement is to determine the interest, availability and capability of Small and Large Business concerns as described below. The NAICS code for this procurement is 237990 with a size standard of $37M. The solicitation for this project is anticipated to be issued on or about March 31, 2024.� The construction is expected to be done in the winter of 2024-2025 and is estimated to take approximately 2-3 months. The estimated construction cost is between $5,000,000.00 and $10,000,000.00.� This project is part of the U.S. Army Corps of Engineers, Continuing Authorities Program - Section 111 Project, Cape Cod Canal and Sandwich Beaches Shore Damage Mitigation, Dredging of the Scussett Beach nearshore borrow area northwest of the Canal�s north breakwater at the east end of the Canal is needed to amend the beach dune and beach berm profile at Town Neck Beach in Sandwich, Massachusetts. This project will be completed using a hydraulic dredge and pipeline and consists of removing a total of about 277,000 CY of sand from the Scussett Beach Borrow Area (SBBA).� Dredging within the established footprint of the SBBA will be to a maximum elevation of -18� Mean Lower Low Water (MLLW). The material dredged from the SBBA will be pumped directly onto the beach via an estimated length of 9,000 feet of hydraulic pipeline. Crossing the Canal with the hydraulic pipeline will be required between the SBBA and Town Neck Beach. Within the limits of the Canal the top of pipeline must be submerged at all times to depths equal to or greater than -42 feet MLLW. Dredged material that is pumped directly onto Town Neck Beach will be spread, shaped, and graded to meet the beach�s required beach berm and dune profile.� Under this contract the successful offeror will be required to provide the equipment (i.e., hydraulic pipeline dredge plant, booster pump, pipeline weights, and heavy equipment) and materials required for the removal of material from the aforementioned SBBA and for the placement of dredged materials onto Town Neck Beach including both publicly and privately owned properties. The anticipated dredging window for the project is from 1 October 2024 � 15 March 2025. It is anticipated that a production rate (i.e., dredging and placement of dredged material) of 100,000 cubic yards per month will need to be achieved to complete the work within the designated dredging window. The offeror will be evaluated on past experience in dredging of navigation or other coastal dredging projects in an exposed environs and the placement of dredged material for direct beach placement utilizing a hydraulic dredge and pipeline. Past experience should also include dredging by hydraulic means in New England coastal waters and tidal waters up to 25 feet deep, and the placement of dredged material on a coastal beach in New England, during the months of October through March. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.); the type and size of the specific equipment to be utilized for this project; as well as qualifications and specific examples of past experience in performing the work requirements stated above (including production rate). Please include two project examples of the firm�s experience performing the work requirements stated above within the last seven years.� Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Proof of bonding capability must be submitted with the package. Firms interested shall provide the above documentation via email and are due by 2pm EDT, 11/28/2023.
