Description
Fermi Research Alliance LLC (FRA), the operator of Fermi National Accelerator Laboratory (hereinafter called Fermilab), has issued this Request for Information (RFI) in furtherance of Fermilab�s Office of Occupational Medical Services requirement with the United States Department of Energy (DOE). Fermilab is in the acquisition planning phase for the upcoming competitive procurement for the continuation of Occupational Medicine Professional Services and Support Staff. �Fermilab is seeking information on the capabilities to fulfill our medical and support staff requirements. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL AND SHALL NOT BE CONSTRUCTED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT AT THIS TIME. THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) NOTICE ONLY. No solicitation exists at this time. This Sources Sought/RFI is released pursuant to Federal Acquisition Regulation (FAR) 15.201 Exchanges with Industry before Receipt of Proposals, and issued for the purpose of conducting market research. This RFI is being issued to solicit input through capability statements from interested parties with specialized capabilities necessary to meet the requirements; conduct market research and information gathering; to enable Fermilab to determine industry participation in response to the release of a future solicitation; and a means of technical discovery. Fermilab is also seeking feedback from interested parties regarding options for an efficient and effective Statement of Work (Attachment A). Fermilab will respond to questions via attachment to the RFI. Your responses to this RFI should be received no later than the close of business on November 8, 2023, by the Procurement Specialist shown below: ��������� William Johnson Procurement Specialist��������� Fermi Research Alliance LLC ��������� Email: wiljonhns@fnal.gov Fermilab is seeking input from interested parties with the specialized capabilities necessary to successfully perform the scope elements defined in the Statement of Work. Interested parties are hereby invited to electronically submit a capability statement of no more than 12 pages, and no smaller than 12-point font. Also, electronic file submissions must be less than 20 Megabytes. Capability statements should include the following information as appropriate and as applicable: Provide the name of the company, or companies if a teaming arrangement is being contemplated, point of contact, phone number, address of company, Unique Entity ID, and CAGE code for the prime and each contemplated teaming partner. Additionally, identify as one or more of the following: 1) small business; 2) 8(a) business (including graduation date); 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; 6) economically disadvantaged women-owned small businesses; 7) service-disabled, veteran-owned small business; 8) veteran-owned small businesses; 9) large business. Discuss your ability to successfully perform the major scope elements identified in the Statement of Work. Provide a summary of your experience and performance record (past five years). Identify relevant Federal prime contracts, subcontracts, and/or other commercial experience relevant to this RFI. Include the contract number, role in the effort (i.e., prime contractor or subcontractor), performance period, scope, client, and contact information for the Contracting Officer of the contracting agency. Discuss your recommendation and rationale for the prospective period of performance, and contract incentives to maximize work performance. Discuss your experience in providing occupational medical services supporting 24/7 operations. Identify the major challenges and risks (technical, regulatory, schedule, financial, funding availability, and any others) you anticipate in performing the major scope elements. Identify how your organization would mitigate these risks (including recommendations for FERMILAB) such that there is reasonable assurance of successful performance. Describe your experience planning for, responding to, and recovering from a site medical crisis such as an incident involving multiple injuries and/or exposures, if applicable. Discuss your experience in the implementation of environmental, safety, and health plans related to Federal or commercial sites. This discussion should address your approach to addressing requirements under 10 CFR Part 851, Worker Health and Safety Program. Describe your experience in managing and integrating the work of subcontractors who may perform specialty functions or subcontractor employees working within your organizational structure. Describe any concerns that would prevent your company from proposing this procurement, as well as any potential remedies. Fermilab reserves the right to use all information submitted by, or obtained from, an interested party in any manner Fermilab determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including business confidential and/or proprietary information in its response. However, if an interested party must submit business confidential and/or proprietary information, it must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. Fermilab will review said information and safeguard it appropriately. Fermilab will not pay for any information that is provided in response to this announcement nor will it compensate any respondents for the development of such information. Capability statements and questions pertaining to this announcement shall be submitted electronically to William Johnson, Procurement Specialist, at wiljonhns@fnal.gov by November 8, 2023. Fermilab personnel may contact companies responding to this announcement to clarify a responder's capabilities and other matters as part of this market research process. This RFI does not commit Fermilab or the United States Government to pay any costs incurred in the preparation or submission of any response to procure any supplies or services. You should clearly indicate proprietary data in response to this RFI that you do not want disclosed to the public for any purpose or used by Fermilab or the Government except for evaluation purposes.
