Description
The U.S. Army Corps of Engineers (USACE), Pittsburgh District has a construction contract for the completion of a new 110' x 600' lock chamber to replace the existing auxiliary chamber at Montgomery Locks and Dam, Monaca, PA. The major features of the project include the following: a. Pre-excavate as needed for construction. b. Install temporary service bridge. c. Disconnect dam side power while maintaining lock power. d. Install flashboards in the fixed crest weir. e. Construct the in water combination wall. f. Demolition Upper and Lower Guard walls. g. Construct foundation drilled shafts, and in the wet monoliths. Construction of monoliths includes all concrete, reinforcing steel, waterstops, and associated embedded metal items. h. Construct upstream and downstream cofferdams. i. Dewater the coffer area. j. Construct Land Wall Equipment Buildings. k. Construct in the dry monoliths. Construction of monoliths includes all concrete, reinforcing steel, waterstops, and associated embedded metal items. l. Install Construction Instrumentation. m. Demolition of original River Wall and Fixed Crest Weir. n. Excavate alluvium and rock for emptying and filling culverts. o. Construct River Wall facing. p. Install handrails, and top of wall features. q. Install permanent instrumentation. r. Demolition of temporary downstream bridge. s. Fabrication and Installation of HSS structures (Miter Gates, Culvert Valves, Culvert Bulkheads, Stoplog Recess Fillers, Trash Screens) t. Fabrication and Installation of Miter Gate and Culvert Valve Machinery u. Construction of Middle Wall and River Wall Equipment Buildings and two control stands v. Fabrication and Installation of pre-cast upper and lower guard walls founded on drilled shafts w. Fabrication and Management of an on-site batch plant and concrete delivery system x. Installation of upstream and downstream navigation dikes y. Fabication and installation of a tow haulage system, floating mooring bitts, high mast lighting, and controls. z. Lock commissioning The work shall be completed within 3,102 calendar days after written Notice to Proceed. In accordance with DFARS 236.204(v), the Estimated Magnitude of Construction is over $500,000,000. The contract will contain one base line item and six optional contract line items (CLINS) as follows: 0001���� Base - New River Chamber at Montgomery 1001���� Option 1 - Guard Walls 2001���� Option 2 - In-Chamber Features 3001���� Option 3 - Hydraulic Steel Structures 4001���� Option 4 - Buildings, Electrical, & Mech 5001���� Option 5 - Cofferdam Removal 6001���� Option 6 - Montgomery Road Improvements The acquisition will be procured as Full and Open Competition with a 10% HubZone Preference. The resulting award will be for one Fixed-Price with Economic Price Adjustment (FP-EPA) Construction Contract. All responsible offerors are encouraged to participate. The Request for Proposal will be issued on or about December 1, 2023 online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) Code for this acquisition is 237990 - Other Heavy and Civil Engineering Construction with a Size Standard of $45,000,000.
