- This is a Sources Sought Notice for market research information only to be used for planning purposes. No quotes are being requested at this time. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any quotes in response to this notice will not be honored. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of the Small Business Community which includes Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Indian-Owned Small business (ISBEE), Women-Owned Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB). The North American Classification System (NAICS) code for this requirement is 561611, Investigation and Personal Background Check Services. The Small Business Size Standard is $25.5 Million Dollars. The Mount Rainier National Park Communication Center (MORACC), Mount Rainier National Park (MORA), National Park Service, may have an upcoming request to solicit and may award a firm fixed priced contract for the after-duty hours, weekend and federal holiday dispatch services. The minimum requirements are as follows: Accept incoming 911 calls from within Mount Rainier National Park. Calls include, but are not limited to: All life safety/threatening emergencies Mountaineering accidents Assaults Medical emergencies Missing and overdue persons Fires, structural, MVA and wildland fire reports Motor vehicle crash (MVC) Gun shots Attempt to locates (ATL) and Be on the Lookouts (BOLO) Personal accidents NCIC Checks Emergency messages for visitors and park employees The contractor shall provide emergency and law enforcement dispatching for NPS Law Enforcement Rangers, Utility Staff and emergency service/first responder personnel in the park, after the MORACC Staff go out of service. This includes contacting the Ranger responsible for after duty hours contact after receiving a 911 emergency call. A log of calls detailing the following information will be provided to MORACC at the establishment of their duty hours: Location of incident Name, address and telephone number of the reporting party (RP) Date and time the call was received Nature of incident Name of ranger or communications center person contacted, date and time contacted Details of incident, including times relating to such details To comply with statutory and NCIC requirements for its NLETS computer system, MORACC must have a written procedure in place to provide 24-hour and 10-minute hit confirmation for items entered into the National Law Enforcement Telecommunications System (NLETS). MORACC will provide any current entries that are active in NCIC when they go out of service and transfer to the contractor. The contractor shall agree to call MORACC personnel who will provide the 10-minute hit confirmation if one were to occur ""after hours"". MORACC will provide a call out list with home phones to the contractor and update the list as needed. The contractor shall monitor MORACC alarms and notify the appropriate responding source. The call out list for appropriate alarm systems will be provided by MORA and updated as needed. Responses to this Sources Sought Notice should demonstrate the contractor�s ability, capability and responsibility to provide the services listed above. In response to this notice, interested parties shall submit a written Statement of Capability limited to 2 pages and shall include the following information: 1) Contractor�s name, address, point of contact, phone number, email address and SAM.gov UEI. 2) Contractor�s interest in providing a quote should the solicitation be issued. 3) Contractor�s capability to meet the requirements. 4) Contractor�s small business type and whether they qualify for a socio-economic category (i.e 8(a), HUB-Zone, Women-Owned Small Business, Service Disabled Veteran-Owned Small Business, etc) 5) Be sure to note the Source Sought Notice #DOIPFBO240005 in the subject line of your email. Email this information to hal_hoversten@nps.gov by November 9, 2023, 1500 pacific standard. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The Government is not obligated to, or will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or award a contract nor does it restrict the Government to a particular acquisition approach. The Government may cancel this solicitation/acquisition in its entirety.
