SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY � This notice does not constitute a solicitation announcement or restrict the Government to an acquisition approach. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this notice will be used by the Government to make appropriate acquisition decisions. No award will be made from this notice. This announcement is to gain knowledge of potential qualified small and large business sources for Somerdale Levee Hard Piping Project, Somerdale Levee, Somerdale, OH. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. PROJECT DESCRIPTION: Location: Somerdale Levee is in Somerdale, OH which is an unincorporated community in northeastern Fairfield Township, Tuscarawas County, Ohio, United States. It lies along State Route 212, Conotton Creek and the Wheeling and Lake Erie Railway east of Zoar, Ohio. The Wheeling and Lake Erie Railway run along the top of an existing levee. PROJECT SCOPE OF WORK: The scope of this project is removal of four (4) twelve-inch (12"") existing corrugated metal pipes and placement of eight (8) eight-inch (8"") ductile iron pressure class 350 pipes placed in 4 different locations through the Somerdale Levee located in Ohio. The dry side of each pipe (dry side of the levee) will be equipped with pipe support pedestal, lever actuated butterfly valve, flanged adapter, and cam and groove fitting and dust cap. The wet side of each pipe (wet side of the levee) will be equipped with discharge headwall, flanged adapter, and cam and groove fitting and dust cap. Both small AND large businesses will be considered for this SOURCES SOUGHT. The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 237990, which has a size standard of $37 million in average annual receipts. The following requests are designed to apprise the US Army Corps of Engineers, Huntington District, of any prospective business�s capabilities. Please provide your response to the following. The submission is limited to 20 total pages (20 one sided, or 10 double sided pages). 1) Offeror's name, address(es), point of contact, phone number, and e-mail address. 2) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years based on the below criteria. (a) Qualifications and Technical Competence: Describe your firms� specialized experience with respect to: (1) Trained and tested according to CFR 214 Railroad Workplace Safety (Roadway Worker Protection), CFR 213 Track Safety Standards ( for anyone who disturbs track structure), and CFR 243 which pertains to anyone who has this training to keep up on refresher training. (2) The Wheeling and Lake Erie (W&LE) requires that that all persons fouling our tracks without a qualified Flagman be trained in the above along with being Track Warrant and operating rules qualified for the W&LE. (3) Ability to maintain the standards required by the W&LE for track construction that are outlined in AREMA Vol. 1 Chapter 5, Part 4 Track Construction. (4) Demonstrate that at completion of the project and part of the final inspection, the track must meet the requirements of FRA Part 213: 49CFR 213.9 - Classes of track; Class 3 for the given location. (b) Equipment: Describe the listed equipment below that your firm currently owns or has the ability to obtain that is required to successfully complete the work for Somerdale Levee Hard Piping Project, Somerdale, Ohio. (1) Hi-Rail Pickup truck to transport personnel and small equipment, (2) Hi-Rail excavator, (3) Hi-Rail swivel dump truck to carry backfill material and ballast to the site by rail, (4) Hi-Rail tamping machine, (5) Hi-Rail regulating machine. (c) Past Performance: Describe your firms� performance during the past five (5) years on similar contracts with respect to cost control, quality of work, ability to work independently and compliance with performance schedules as determined from Past Performance Information Retrieval System (PPIRS) and other sources. (d) Capacity: Describe your firms� capacity to perform project and accomplish the anticipated work in an efficient manner. The Government is seeking short statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified herein. Commercial brochures or existing marketing materials may be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This posting is for information and planning purposes only and shall not be construed as a commitment by the Government nor will the Government pay for information solicited. After completing its analysis, the Government will determine whether to limit competition. Firms are strongly encouraged to make known their interest and experience in this type of work.
