Solicitation Number: 36C78624B0006 Project Number: 823MM23004 Description: Replace Committal Shelter at Wood National Cemetery This notice is provided for information purposes only and does not constitute a request for Bid, Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation number 36C78624B0006 entitled, Replace Committal Shelter at Wood National Cemetery on or about November 30, 2023, unless additional notice is given, or this notice is modified or cancelled. This procurement shall be set-aside for 100% verified SMALL BUSINESS concerns. Scope of Work: The Contractor shall provide all Management, Supervision, Labor, Equipment, Materials, Parts, Tools, etc., required, and necessary to provide complete construction services to prepare site for building operations, including demolition and removal of existing structures, and furnish labor, materials, equipment, and services to construct and complete all work for Wood National Cemetery New Committal Shelter, as required by the project drawings and specifications. Period of Performance The Contractor shall complete all work including submittals, reviews, quality control, repair/construction services, punch list corrections, clean up, invoicing and closeouts documentation submittal within One hundred and eighty (180) calendar days of Government issuance of the Notice to Proceed. Place of Performance Wood National Cemetery 5000 W National Ave. Bldg. 1301 Milwaukee, WI 53295-4000. The Product Service Code (PSC) for this procurement is Y1AZ Construction of Other Administrative Facilities and Service Buildings. The North American Industry Classification System (NAICS) code for this procurement 236220 - Commercial and Institutional Building Construction, and the business size standard is $45.0 Million. Per FAR 36.204, The magnitude of construction for this project is between $250,000 and $500,000. The full Solicitation, Specifications and Drawings will be posted on Contract Opportunities on or about November 30, 2023, unless additional notice is given, or this notice is modified or cancelled at SAM.gov. The response submittal address, date and time will be included in the solicitation. Notice to Potential Offer: As noted, this procurement is 100% Set-Aside for Small Business concerns. Only verified Small Business firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for Small Business. A non-verified Small Business firm that submits a bid will be rejected as non-responsive. To be eligible for award, the Small Business firm must be considered small under the relevant NAICS code and must be registered and verified in the Small Business Administration (SBA.gov) or the SAM.gov website. The SBA.gov and the SAM.gov database will be checked both upon receipt of an offer and prior to award; and have completed online Representations and Certifications prior to contract award. Offers received from firms that are not Small Business and who are not registered in the SBA.gov and the SAM.gov database will not be considered.. All prospective bidders must be currently registered in www.dnb.com (Duns and Bradstreet). At the time of submission of bids, and prior to award of any contract, the bidder must represent to the Contracting Officer that it is (1) a Small Business; (2) a Small Business concern under the NAICS code assigned to this acquisition; and (3) a Small Business listed as verified in the SBA.gov and the SAM.gov database. Interested bidders must register on the SAM.gov website for the solicitation and to receive e-mail notification of Amendments. Amendments to this solicitation will not be mailed but will be posted at the SAM.gov/Contract Opportunities website. Interested bidders are responsible for obtaining the solicitation from the SAM.gov/Contract Opportunities website and acknowledging any and all Amendment(s) issued for the solicitation. No other information regarding Statement of Work, Scope, Dates, etc. will be available until issuance of the Solicitation. As authorized by FAR 5.102 Availability of solicitations, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will only be available for download at no charge at the Contracting Opportunity website (SAM.gov/Contract Opportunities). Further details of all dates and events will be available in the solicitation. No other site shall be used to obtain these documents. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register on the Contracting Opportunity website (SAM.gov/Contract Opportunities). Bidders are advised that they are responsible for obtaining ALL bid documents and acknowledging any amendments, and should re-visit the SAM.gov website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. Interested bidders will be required to furnish a Bid Bond; and the awarded Contractor will be required to provide Performance and Payment Bonds. No Fax/ Facsimile submitted bids will be accepted. This presolicitation notice is not an invitation to submit a bid. QUESTIONS: Any interested Offeror desiring an explanation or interpretation of the solicitation specifications must request it in writing.
