This is a sources sought synopsis only, not a solicitation announcement. �This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract.� It is subject to change. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement. This sources sought notice has been issued to survey the market to identify possible sources for consideration. This notice is to assist the United States Coast Guard (USCG) in determining potential sources. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources for a non-personal services contract in support of its mission. The USCG is conducting market research to seek sources that have the capability to provide On-Site Aircraft Maintenance Services (AMS) for Depot Level Maintenance (DLM) support for aircraft, components, Ground Support Equipment (GSE), Aircraft Life Support Equipment (ALSE) and various other parts and components in support of USCG aviation. As the sole industrial complex for USCG aviation, ALC supports all aviation units.� To ensure that aircraft remain in top condition, the ALC currently completes DLM (described as a total overhaul of an airframe) every four (4) years on each of the USCG�s aircraft.� During the overhaul process, any required repairs, modifications, and/or upgrades are also completed by ALC.� ALC may also complete overhauls and repairs for various other Government aircraft and components.� The USCG is seeking sources who have the capability to provide such labor support services with an expected start date of September 16th, 2024 at USCG ALC in Elizabeth City, NC. The Contractor shall be responsible for providing labor support for the following functional areas:� Programmed Depot Maintenance (PDM): Reoccurring work orders for aircraft and associated parts which are returned�directly back to aircraft�for installation.� �� Service Requests (SR): Non-reoccurring work orders in which the parts worked under that order may be returned directly to aircraft/support equipment, physically performed on aircraft/support equipment, or returned to the warehouse for stock.���� 6000/8000/9000 series:� Reoccurring work orders for aircraft and associated parts which are returned to the warehouse for stock.� 6000series work orders are for repairs and 8000/9000 series work orders are for manufacture.� Specific tasking is called out on the routing tag with references to appropriate technical orders.�� Non-Routine Repairs� Work orders may consist of major components and/or aircraft piece parts that are in a Non-Ready for Issue (NRFI) status and require disassembly, inspection, manufacture, repair, overhaul, testing, installation, and/or modification.� When the process is complete, the item is returned to the ALC warehouse or aircraft/support equipment in a Ready for Issue (RFI) status.� Technical engineering support in aeronautical and avionics fields.� Aircraft Sheet Metal Shop Support and Machine Shop Support.� Document maintenance as per Quality Assurance (QA) and established regulatory requirements.�� Maintain high state of cleanliness and utilize a clean-as-you-go process when executing maintenance duties.���� Perform regular Foreign Object Damage (FOD) walk-downs.��� Maintain situational awareness and mitigate risks.�� Comply with processes and procedures as per DHS/Department of Defense (DoD) documents and publications.�� Maintain and control tools.� Report missing, lost, found, or unattended tools to the on-site supervisor immediately upon discovery.� Inventory and inspect tools on a regular basis and identify when to replace worn or broken tools.�� Clean work area as necessary, assuring all flammable or otherwise hazardous materials are properly stored; handle and dispose of hazardous materials in accordance with applicable laws and regulatory requirements.���� Comply with safety rules and procedures and perform work in a manner that enhances the safety of the work area.� Promptly report accidents, injuries, safety violations, and/or unsafe practices or procedures to the on-site supervisor.�� Use Government computer system to access various technical references for airframe repairs and Government training requirements.�� Provide satisfactory customer service.�� The USCG anticipates utilizing the following Labor Categories: Senior Project Manager On-Site Project Manager (Junior) Aircraft Mechanic III Aircraft Mechanic II Aircraft Mechanic I (General) Aircraft Mechanic I (Electrical/Avionics) Aircraft Mechanic I (Sheet Metal) Aircraft Worker Aircraft Mechanic Helper (General) Aircraft Mechanic Helper (Sheet Metal) Machine Tool Operator Tools and Parts Attendant GSE Servicer GSE Worker GSE Mechanic Aircraft Stripper Aircraft Survival Flight Equipment Technician All Labor Categories are considered key personnel. Any interested party MUST be registered in the SAM.gov, System for Award Management (SAM). This work shall be performed in accordance with established Government manuals, drawings, directives, and instructions. Responses Interested parties should submit capabilities statements to the points of contact specified herein. Responses to this notice should include company name, address, telephone number, and point of contact (POC).� In order to facilitate a comprehensive evaluation, capabilities statements should include the following: Capability and experience for completion of bulleted items above. Certified ISO 9110 as a minimum; include any other certifications as they pertain to this type of requirement. Please respond to the following questions in addition to submission of your company�s capability statement: Does your company currently provide depot level maintenance services to government agencies or civilian users for rotary wing aircrafts? If so, who is/are the customer(s)? Please provide a technical and contractual Point of Contact (POC) for your customer(s). Does your company have the management and financial capability to support a contract of this type? Please describe your on-site management structure and financial capability. Is your company a large or small business? If small, define your company�s socioeconomic classification. Does your company send out work to subcontractors? If so, how much work and what type of work is subcontracted? What North American Industry Classification System (NAICS) code does your company use for this type of service? If the Government proceeds with this requirement, the contract award may result from the trade off process to arrive at overall best value for the Government. Please specify any technical, cost, performance, or schedule differences that your company could offer that might set your company apart from other potential competitors. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Sam.gov website at a later date. Responses to this sources sought synopsis are not adequate responses to any future solicitation announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
