Nomenclature(s): 2.5 Ton Single Axle Chassis Trailer (M200A1) 1. Overview: The purpose of this announcement is to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10, and obtain industry feedback on utilizing an Economic Price Adjustment (EPA) clause on a Fixed Priced Contract for the production of the non-commercial 2.5 Ton Single Axle Chassis Trailers (M200A1). Responses to this announcement will help the Government make a more informed decision on using an EPA clause in a M200A1 trailer follow-on contract. The information requested in this announcement is being sought for informational planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the Government in any way.� All information is to be furnished at no cost or obligation to the Government.� There is no solicitation available at this time. 2. Market Survey Request: The Product Director Light Tactical Vehicles (PD LTV) and Army Contracting Command � Detroit Arsenal (ACC-DTA) are conducting a market survey to determine the best way to utilize an EPA clause in a follow-on 2.5 Ton Single Axle Chassis Trailer (M200A1) contract that will support the immediate requirements of PD LTV on behalf of Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2). � The M200A1 trailer models are as follows: a. Base M200A1 Trailer, Chassis, 2.5-ton Single Axle Chassis Trailer, National Stock Number (NSN) 2330-00-331-2307, part number (PN) 8358998, Revision AH. b. Base M200A1 Trailer, Chassis, 2.5-ton Single Axle Chassis Trailer, with adjustable lunette, NSN 2330-00-331-2307, part number (PN) 8358998-001, Revision AH. c. Next Generation Shop Equipment Welding (NG SEW) M200A1 Trailer Chassis with adjustable lunette, for the integration of the Army NG SEW. d. Advanced Medium Mobile Powered Sources (AMMPS) M200A1 Trailer Chassis with adjustable lunette, NSN 2330-01-592-3233, part number 04-21234 for the integration of the Army generators (15, 30, and 60 kilowatt). The Government owns a competitive Technical Data Package (TDP) for the M200A1 trailers.� The M200A1 TDP was used for the competitive solicitation and award of the, Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Contract W56HZV-20-D-0023.� Contract W56HZV-20-D-0023 was awarded on 30 January 2020 to Schutt Industries located in Clintonville, WI. 3.� Clarification of this Request.� The Government is contemplating issuing a competitive follow-on effort for the M200A1 requirements with an EPA clause.� The capability statement shall be emailed to richard.d.morgan18.civ@army.mil and sarah.l.kane.civ@army.mil. Responses to this sources sought notice must be received no later than 3:30 p.m., local time, Warren, MI, 17 November 2023. �4. Instructions for Potential Respondents: Companies that desire to participate in this sources sought notice are encouraged to submit a response which supports the use of an EPA clause with a Fixed Price Contract and how it can help to mitigate volatility. Specifically, any interested companies are requested to provide the following information: (1) Name of Company (2) Business CAGE code (3) Point of contact and phone number (4) Size of Business according to North American Industry Classification System (NAICS) Code 336212. (5) Other suggested NAICS codes for this program and your company's size classification based on these codes. (6) A brief summary (no more than two pages) of your company's experience and past performance within the past 3 years as it relates to trailer production. Each company experience (Government or commercial) should include (a) name of the project, (b) a brief description of the project, and (c) the relevance of the contract/project to the M200A1 requirements in this sources sought notice. This is a Sources Sought Notice only and there is currently no solicitation relating to this effort. If interested, furnish your company�s detailed responses to this market survey questionnaire. Provide any supplemental information or commercial literature describing the human factors, engineering, safety, supportability, quality, cost, product availability or other information not specifically requested that support your company�s response. All information provided in response to this market survey shall be unclassified.� The Government does NOT wish to obtain any proprietary or otherwise protected documents resulting from this market survey. The Government may return such data or documents submitted that have proprietary or protected markings. All portions of this sources sought notice are merely for market research purposes, subject to change at any time, and are in no way binding to the Government. The information contained in this market survey is not a basis to seek payment, reimbursement or other consideration from the Government. Moreover, the intention of this market survey is not to solicit any proposals from Industry. NOTE: The Government is not asking your company to develop or provide drawings or develop any technical data in response to this market survey. Economic Price Adjustment: 1) Do you believe a Fixed Price with Economic Price Adjustment contract type would allow your company to offer a more competitive price to the Government for this contract? 2) If yes, what cost input(s) do you expect to see the most volatility in that could be mitigated through an Economic Price Adjustment clause? 3) What percentage of the price of this item do you expect will be driven by the cost input(s) you identified in your response to #2. 4) In general, what do you rely on to forecast cost trends for the cost input(s) you identified in #2. 5) When do you expect the volatility in the cost input(s) identified in #2 to have the most substantial impact on this item (Immediately and continuing through the entire POP, immediately with costs stabilizing over time, First 1-5 years, years 5-10, etc)?
