Description
The Salem VA Medical Center (VAMC), Salem, VA is issuing this Sources Sought Notice as a means of conducting market research for the future procurement of an Asbestos Abatement IDIQ servicing the Salem VA Medical Center. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. There is no solicitation, specifications, and/or drawings available at this time. The purpose of this Sources Sought Notice is to identify business concerns with sufficient similar experience that are capable and interested in performing the work described herein. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this Sources Sought notice. The Salam VA Medical Center (VAMC) in Salem Virginia is anticipating a future procurement for a firm fixed price Indefinite-Delivery, Indefinite Quantity (IDIQ) services contract for Asbestos Abatement. In accordance with FAR 10.001(a)(3), the Government is conducting market research to determine 1) whether capable and qualified Service Disabled Veteran Owned Small Business firms are interested in this potential contract; 2) whether there are other small business firms who are capable and interested in performing this requirement if the agency makes a determination to increase the pool of interested and capable contractors. Description of Work: Salem VAMC has a need for Asbestos Abatement and Miscellaneous Hazardous Substance Removal. The contractor shall furnish all materials, labor, equipment, training, transportation, and personnel necessary to accomplish Asbestos Abatement tasks in accordance with all Federal, Local, State Regulations; VA provided drawings and specifications, VHA Directives, and Salem VAHCS policies. Work for these tasks include but are not limited to: Pre-abatement activities including pre-abatement meeting(s), inspection(s), notifications, permits, submittal approvals, regulated area preparations, emergency procedures arrangements, and standard operating procedures for asbestos abatement work. Abatement activities including removal, encapsulation, clean-up and disposal of ACM waste, recordkeeping, security, monitoring, and inspections. Cleaning and decontamination activities including final visual inspection, and certification of decontamination. The contractor may be required to meet compressed schedules to deal with emergent and urgent requirements. The facilities to be included in the contract are as follows: Salem VA Medical Center (VAMC) Solicitation Time: Anticipated solicitation issuance timeframe is on or about December 2023, and the estimated proposal due date timeframe is on or about February 2024. All interested firms shall be registered in SAM.gov in order to submit a proposal in response to the solicitation. Additional Requirements: The planned duration for these contracts will be a total of five years. The contract period of performance consists of a base contract period, and four (4) option periods. The value of the Asbestos Abatement IDIQ contract is anticipated not to exceed $5M. Information from this Sources Sought will be used to determine projected maximum and minimum ordering limits per task. The North American Industry Classification (NAICS) code for this acquisition is 562910 Remediation Services, which currently has a small business size standard of $25 Million. The Government is not obligated to and will not pay for any information received from potential sources as a result of this market research. Interested capable, qualified, and responsive SDVOSB and other small business Prime Contractors are encouraged to reply to this Sources Sought announcement.  The Government will use this information to determine whether an SDVOSB set aside is feasible or whether another type of set-aside acquisition plan in lieu of full and open competition is in the Government s best interest.
