- N0016424SNB16 � REQUEST FOR INFORMATION (RFI) � NULKA MK 234 ADAP Program Support Services � PSC H999 � NAICS 541330 Issue Date: 08 NOV 2023 � Closing Date: 23 NOV 2023 � 4:00 PM EDT The Government is issuing this RFI/sources sought announcement as part of the market research required for the establishment of a 5-year Basic Ordering Agreement (BOA) in support of the Nulka MK 234 ADAP payload program. Currently, the Government plans to award the BOA on a sole source basis to L3HARRIS TECHNOLOGIES, INC. (77 River Road / Clifton, NJ 07014 / USA | CAGE Code: 28527). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1.� The basis for restricting competition is the lack of complete Technical Data Package, Intellectual Property, and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delay necessitated from developing any other source. The Government is seeking information from companies mitigating the sole source basis listed above. Services under this BOA will provide support to current Nulka MK 234 ADAP production contracts, as well as the sustainment and advancement of the Nulka MK 234 ADAP payload program at the Naval Surface Warfare Center, Crane Division (NSWC-CR) located in Crane, Indiana. Requirements sought under this BOA include the following: Engineering and Technical Support Logistics/Configuration Management Maintenance, Refurbishment, and Repair Research and Development Safety and Security Spares, Parts, and Supporting Equipment Training support Engineering and Technical Support Provide qualified engineering technical service support as delineated by the requirements specified in the individual job order.� Engineering technical services will include, but not be limited to: Assistance during Navy Sea Trial testing Design engineering Failure investigation, analysis, and resolution Modeling & prototyping Obsolescence solutions Requirements development Software engineering Surveillance activities Technical Interchange Meetings Technology insertion and integration Technology qualification and evaluation Trade studies Logistics/Configuration Management Support include, but not be limited to, tracking of assets, preparation of reports, logistics plans and procedures, shipment of Nulka MK 234 ADAP payload, supporting equipment, and supplies, configuration management and control, trend analysis, and organizing and hosting meetings at the Contractor�s site and/or ensuring attendance of appropriate contractor personnel at meetings at other locations, as required by the job order. Maintenance, Refurbishment, and Repair Perform maintenance, refurbishment and repair of Nulka MK 234 ADAP payload and test equipment or as specified in the job order. Research and Development Research and develop designs to perform modifications and/or advances to the Nulka ADAP payloads and complete design validation. Prepare developmental (Level II) or production (Level III) Technical Data Packages. Safety and Security Perform safety and security functions including: planning, reporting, investigation, and implementation of safety and security procedures, processes, and controls as specified in the job order. The U.S. Government (USG) anticipates that access to and storage of classified components, equipment, data and information up to and including SECRET will be required for personnel and facilities in the performance of work under this BOA.� Classified work shall require the contractor to comply with the provisions of the DoD Manual 5220.22, Volume 2, National Industrial Security Program: Industrial Security Procedures for Government Activities. The contractor shall ensure fulfillment of all requirements for: safeguarding classified information, material, and equipment, obtaining and verifying personnel security clearances, verifying security clearances, protecting USG property, and security of automated and non-automated information systems (AIS) and data. The contractor�s AIS shall be protected such that unauthorized disclosure of classified and or sensitive information is prevented. Spares, Parts, and Supporting Equipment Identify and procure spares, parts and supporting equipment as directed by the job order.� Perform reviews, analyses, assessments, and planning related to the purchase, lease, assembly, integration, shipping, installation, and testing of spares, parts and supporting equipment in accordance with the specific requirements of the job order.� Design, develop, modify, procure, and/or build test equipment for the Nulka ADAP payloads and test equipment in accordance with the specific requirements of the job order. Training Support Develop operational and maintenance training programs and curriculum for Nulka MK 234 ADAP payload and test sets, or as required by the job order. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above.� Companies with the capabilities and facilities that would enable them to meet the Government�s requirements may respond.� Responses shall address how the respondent proposes to provide the BOA requirements without the necessary proprietary information.� Responses shall include availability, budgetary cost estimate, and lead time of the solution. All interested parties may submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, and an explanation as to why the Government should not procure this effort on a sole source basis as stated above given the estimates of duplication of costs and time delays.
