- Special Notice Special Notice Page 4 of 4 Special Notice *= Required Field Special Notice Page 1 of 4 Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a Firm-Fixed priced, Base plus (4) Option Year IDIQ contract modification to Werfen USA, LLC. for procurement of the following reagent: Item No Item Description Quantity Unit 0014 Quantra Lite Actin IgG (Cat# 066708785) 9 KT The requested reagent/test is for the specific equipment utilized in the Pathology & Laboratory Medicine Service Department at VA North Texas Healthcare System (VANTHCS), Dallas, TX. The sole source justification submitted by the requesting activity states that Werfen USA, LLC is the only vendor able to provide this reagent/test. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 7 days from the publication of this notice, a contract/order will be issued to Werfen USA, LLC. without any further notice. The proposed contract actions are for reagents/tests, which the government intends to negotiate with only one source. The anticipated statutory authorities permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed sole source procurement will be made by a pricing agreement with Werfen USA, LLC.
