- NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: AMDTCNOI2400055 Subject: ID-One PIV 2.4.1 on Cosmo v8.1 Cards Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with IDEMIA AMERICA CORP, located at 4250 Pleasant Valley Rd, Chantilly, VA 20151-1278.� The purchase order will specifically procure ID-One PIV 2.4.1 on Cosmo v8.1 Cards in quantity 3,200.� The PIV Cards shall be delivered within 12 weeks after receipt of an order. � Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334290 � Other Communications Equipment Manufacturing with a small business size standard of 800 employees. � Description The Cryptographic Technology (CT) Group in the Information Technology Laboratory (ITL) at NIST researches, develops, engineers, and produces guidelines, recommendations and best practices for cryptographic algorithms, methods, and protocols used in US industry practices. The CT Group works in cryptographic mechanisms to address topics such as hash algorithms, symmetric and asymmetric cryptographic techniques, key management, authentication, and random number generation. Strong cryptography is used to improve the security of information systems and the information they process. Users then take advantage of the availability of secure applications in the marketplace made possible by the appropriate use of standardized, high-quality cryptography. The CT Group has a requirement for Personal Identity Verification (PIV) Cards to be personalized, graphical and electronic, according to unique NIST-related specifications. The PIV cards must be FIPS 201 certified that support all the optional features of NIST SP 800-73-4, Interfaces for Personal Identity Verification (PIV), and all of the cryptographic options in NIST SP 800-78-4, Cryptographic Algorithms and Key Sizes for Personal Identity Verification. This acquisition is needed to support the NIST Special Database 33 for PIV Test Cards. The PIV and FIPS 201 revision efforts include the inventory of PIV test cards. These test cards facilitate the development of applications and middleware that support the PIV card. Sole Source Determination The sole source determination is based on the following: NIST has developed a set of 16 test PIV Cards and a supporting public key infrastructure (PKI) to facilitate the development of applications and middleware that support the PIV Card. A document entitled ""NIST PIV Cards Version 2"" that describes the type of data that needs to be loaded onto each of the 16 cards, and what features each of those cards need to support, is located Online at https://doi.org/10.6028/NIST.IR.8347.� The NIST PIV Cards Version 2 set of test cards includes examples of similar cards issued currently and examples of cards with features that will be required in the future. The NIST PIV Cards Version 2 document provides an overview of the 16 test cards, the infrastructure that has been developed to support their use, and the required specifications for each test card and for each certificate issued by the test PKI. The PIV test cards from IDEMIA are the only test cards that support all features and optional features identified in the NIST PIV Cards Version 2 document. In addition, IDEMIA America Corp produced the initial set of PIV cards used by NIST, which included the setup and design of electronic file and exchange profiles for PIV card data, the file exchange process, and the graphical printing layout and format for the front and back of the PIV cards. The test cards previously produced by IDEMIA facilitate the development of applications and middleware that support the PIV card and FIPS 201 revision efforts for the current requirement and is required to support the NIST Special Database 33 for PIV Test Cards. IDEMIA possesses the software and has the unique infrastructure in place to automate the data loading of the PIV cards. IDEMIA is the only vendor that currently maintains the approved PIV Cards that support all the optional features specified in standard FIPS 201 PIV of Federal Employees and Contractors. The current PIV Card Application Validation List, for which IDEMIA is listed, is maintained by the NIST Personal Identity Verification Program (NPIVP), and can be found at the following link: https://csrc.nist.gov/Projects/NIST-Personal-Identity-Verification-Program/Validation-Lists/piv-card-application-validation-list. The current requirement must use the exact same set up, design and layout used in the previous PIV cards that were purchased from IDEMIA to maintain current NIST research and security integrity. Therefore, for purposes of compatibility with previous research results and continuity of science, the subject requirement must be repeated in obtaining the new PIV cards that IDEMIA fully supports. Attached to this announcement is a table that indicates what features are supported by the cards produced by IDEMIA. All required features are highlighted and are fully supported by the IDEMIA cards. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
