- This synopsis is issued in accordance with FAR Part 5.201. The purpose of this synopsis is to disseminate information on a proposed contract action. The Department of Health and Human Services (HHS), Office of Acquisition Management (OAMS), intends to award a Firm-Fixed-Price Purchase Order, on a noncompetitive basis, to American Registry for Internet Numbers LTD., Unique Entity ID HMKWCCT6G724, CAGE/NCAGE 1RLU82. This intended contract action is under the authority of FAR 13.106-1(b),�Only One Source being reasonably available to meet the Government�s needs. FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures apply. The Office of the Chief Information Officer (OCIO)/Office of the Secretary (OS) requires the renewal/registration of HHS Internet Protocol (IP) Address with Ranges. IP addresses are the identifier that allows information to be sent between devices on a network: they contain location information and make devices accessible for communication. The internet needs a way to differentiate between different computers, routers, and websites. IP address registration means it is a public address that is visible on the Internet. Contrast with an ""unregistered IP"" address, which is private and not exposed to anyone outside of the company or home network. Except for very large companies, registered IPs are allocated to the Internet service provider (ISP), which assigns them to its customers. Policy OMB M-21-07 requirements for HHS and its OpDivs and StaffDivs to complete the operational deployment of IPv6 across all HHS information systems and services and helps HHS agencies overcome barriers that impede them from migrating to IPv6-only network environments. With the establishment of�this Policy, it is HHS' commitment to support the Federal government's strategic intent to deliver its information services, operate its networks, and access the services of others using only IPv6.2 This Policy in conjunction with supporting processes, procedures and templates is expected to support HHS wide services and each OpDiv's and StaffDiv's transition to IPv6. The Period of Performance will be a 1-Year Base Period.� The North American Industrial Classification System (NAICS) Code will be 519290, the size standard will be 1,000 employees and the Product Service Code (PSC) will be D317. This procurement is not a Total Small Business Set-Aside. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS.� A separate solicitation package will not be issued. Interested organizations may submit their capabilities and qualifications via email to michael.moucka@hhs.gov. Based upon responses to this notice, a determination by the Government not to award this proposed action is solely within the discretion of the Government. Information received will be considered only for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. No telephone requests will be accepted. Anticipated award date of this intended contract action is 16 November 2023.
