- 11/08/2023 This is Screening Information Request (SIR) 693KA8-24-R-00007 issued in accordance with Federal Aviation Administration (FAA) Acquisition Management Policy 3.2.1.3.11.� Please note that the Acquisition Management System (AMS) applies to the FAA in place of the Federal Acquisition Regulation (FAR) and various other provisions for Federal acquisition law. FAR references cited at sam.gov are not applicable to the Federal Aviation Administration (FAA) as the FAA has its own policies and guidance references in the AMS, available at: https://fast.faa.gov This announcement is not to be construed as a �contract� or a �commitment� of any kind. Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The FAA reserves the right to cancel this solicitation, either before or after the closing date. In the event the FAA cancels this solicitation, the FAA has no obligation to reimburse an offeror for any costs. INTRODUCTION The FAA Airport Cable Loop (ACL) Systems - Sustained Support (ACLSSS) Program is responsible for continually monitoring, managing, and/or replacing FAA�s on-airport cable systems, with a strategic mission to provide increased capacity and availability. On-airport ACL systems are FAA-owned and managed signal/control cable lines and equipment that transport information between airport traffic control towers (ATCT) and other FAA on-airport facilities. This information includes essential and critical services such as radar and weather data, air-to-ground voice communication, navigational aid control and monitoring from the ATCT; as well as non-essential information such as administrative traffic and email. The �Dedicated Network Telecommunications System� (DNTS) equipment obtained through this procurement will replace the aging legacy communications equipment most of which is deteriorating and no longer manufacturer-supported or produced. SCOPE OF WORK The Contractor must provide all necessary resources, equipment, engineering, logistics support, maintenance/operator training, spares provisioning and maintenance program, and the documentation for implementation, maintenance, and operation of the Dedicated Networks Telecommunications Services (DNTS). ORGANIZATIONAL CONFLICT OF INTEREST An OCI means that because of existing or planned activities, an offeror or contractor: Is unable or potentially unable to render impartial assistance to the agency; or Has an unfair competitive advantage; or The offeror or contractor's objectivity is or might be impaired. The FAA is committed to working with potential vendors to identify, avoid, neutralize or mitigate actual or perceived OCI situations. Interested vendors are instructed to contact the Contracting Officer (CO) at the earliest possible time to evaluate whether any identified actual or potential conflicts of interest may be avoided or mitigated.
