Request for proposal for Webmaster/Media Monitoring Service�U.S. Mission to Yemen/Yemen Affairs Unit Public Affairs Section Please carefully read the Scope of Work mentioned in the RFQ before submitting the quote/proposal. No modification will be issued after awarding the Contract/Purchase Order. The Public Affairs Section of the U.S. Mission to Yemen seeks a service provider for webmaster/media monitoring services for the Public Affairs Section. All literature and discussions pertaining to this project will be in the English language. Any translations if desired by the offerors must be made at their expense.� If you intend to submit a proposal, please make sure to attach Curriculum Vitae (CV) and other documents to support your proposal. PAS-YAU is looking for a service provider to perform the following tasks: Period of Performance: January 10, 2024 � January 09, 2025 SCOPE OF WORK: From Sunday to Thursday, a daily report in high-quality English on the top stories in all major Yemeni newspapers and TV news, regional, and U.S., and international outlets. The report should be sent via email to the Mission�s Public Affairs Section by 07:00 a.m. AST (GMT +3) each morning, in a format specified in consultation with the Mission.� �The report will be provided five days a week, Sunday to Thursday, including holidays. Weekend (Friday and Saturday) news will be included in the Sunday report. The report will include: A summary of main headlines translated, if needed, into standard business English, with little to no editing needed for consumption by English language readers at the Embassy and Washington. A summary of articles and opinion pieces on or related to topics specified in consultation with the Embassy, in standard business English. Links to the original articles/stories online. A summary of the most trending hashtag of the day with brief analysis, including a summary of the most engaged tweets under the hashtag general narratives being expressed through the hashtag. Once per month analysis of press narratives for the period. Topics of interest will include all leading stories, as well as news items about the United States, U.S. policy towards Yemen or the Gulf region, the U.S. Mission and its personnel or activities, Yemen affairs, and other topics to be specified. Local/Regional News outlets to be included for monitoring include both government-affiliated, Houthi-affiliated, and independent press:� Yemen TV, Al-Masirah TV, Belqees TV, Almahriah TV, Suhail TV, Yemen Press Agency (Houthi), Aden Al-Ghad, Aden Press, AIC, Aleshteraky, Al-Masdar Online, Al-Sahwa, Mareb Press, Saba New (ROYG), Saba News Agency (Houthi), Sahafah Net, STC Aden, Taiz Time, Taiz Today, Al-Mushahid, Yemen Shebab, Al-Mashhad Al-Yemeni, Alhadath Alyemeni, Yemen Now, Yemen Shabab, Alsharq Alawsat,as well as others deemed necessary by the Mission Public Affairs Officer. U.S./International News outlets to be included, but not limited to, the New York Times, the Washington Post, the Economist, Financial Times, the Guardian, Reuters, Al Jazeera, and Bloomberg.�� Payment will be executed monthly against an invoice in accordance with the relevant clauses of this contract. The period of performance will be one year with a second-year option.Should either party wish to cancel the contract, that party will provide 30-day notice to the other party.� The cost of the newspapers and subscriptions will be paid by the vendor. Proposal Submission: The proposal must be submitted by email at RiyadhContracting@state.gov, on or before 17:00 Hrs., November 22, 2023.� No proposal will be accepted after this time. The proposal should meet all the requirements contained herein. Proposal without complete information and supporting documents will not be accepted and considered for evaluation. Technical Capability: The proposal shall meet all the requirements contained herein. Fluent idiomatic American English Native Yemeni dialect Must be proficient user of Twitter, Facebook, Instagram, and YouTube Must be proficient user of MS Office, Must be able to translate nuanced text from Arabic to English Must be familiar with U.S. foreign policy in Yemen and in the region Curriculum Vitae (CV) for the purposed candidates for the requested media monitoring services. Other requirements: The offerors shall provide with their proposal, at a minimum, in written English the following information. The proposal must be dated, signed, and valid for 60 calendar days after the closing date of RFQ/solicitation. Offeror are required to be registered in the System for Award Management (SAM) database prior to submission of offers. If the offeror is not registered in the SAM, it may do so through the SAM website https://www.sam.gov� also see Entity Checklist (PDF) and Quick Start Guide for International Registration (PDF) for entity registration. � All proposals and other correspondence must be in English language. Contract award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open completion procedures. Responsibility will be determined by analyzing whether the apparent successful offeror complies with the requirement of FAR subpart 9.1 including: Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments. Evidence that the offeror operates an established business with a permanent address and telephone listing and is registered to conduct business in Kingdom of Saudi Arabia. Satisfactory record of integrity and business ethics. Necessary organization, experience, and skills or the ability to obtain them. Necessary equipment and facilities or the ability to obtain them; and Be otherwise qualified and eligible to receive an award under applicable laws and regulations. Delivery Instructions: Notice to Proceed (NTP) will be issued after awarding the contract. Competition: Contract award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures. The Contracting Officer reserves the right to reject all proposals and to waive any information or minor irregularities in proposals received.
