Description
This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under North American Industrial Classification System (NAICS) code 325199 with a Small Business Size Standard of 1250 employees. The U.S. Geological Survey (USGS), National Water Quality Laboratory (NWQL) has a requirement for various types of chemicals and organic blank water for use in Water Mission Area (WMA) water sampling and testing programs. The USGS, WMA, and NWQL strive to maintain national consistency in all of the environmental samples collected by their personnel. The scientific analytical data from these samples is available and presented for use by other agencies and the public. It is extremely important that the supplies acquired hereunder be of high quality and will continue to provide consistency with the data that has been obtained, in some cases, for over a decade. Consistency in data is critical for the NWQL and USGS programs across the country for which the Lab does analysis, and only high quality items will allow for this. Unlike commercial labs, the NWQL, and the USGS programs they support, monitor trends in the data. In addition, the organic blank water is also provided to field personnel through the National Field Supply Service (NFSS) for use in rinsing collection bottles, equipment blanks, and field blanks. For many of the NWQL�s current products, these grades are defined as follows by the respective manufacturer: B&J Brand - For HPLC, GC, pesticide residue analysis, spectrophotometry and combinatorial chemistry. HPLC Gradient Grade - Solvents tested for suitability in HPLC applications. GC2 - For capillary gas chromatography applications requiring trace analysis at or below the part-per-billion level. BAKER ANALYZEDTM - A grade of high-quality chemicals for laboratory and specialized industrial use. The quality of many BAKER ANALYZEDTM Reagents meet or exceed the requirements set forth by the America Chemical Society (ACS). These products are designated BAKER ANALYZEDTM ACS Reagents. BAKER INSTRA-ANALYZED� - Acids and standards that are purified and characterized for use in trace element analysis. BAKER ULTRA RESI-ANALYZED� - Ultra high purity solvents and salts developed for organic residue extraction / concentration procedures. These solvents are fully characterized and lot controlled by ECD, FID, or other method-specific detectors. Advanced stabilizer systems are incorporated to ensure solvent stability and superior performance. Solvents are suitable for exacting EPA sample cleanup protocols. ACS Grade - Meets or exceeds ACS specifications. For general analysis and procedures requiring stringent quality specifications. Reagent Grade - Meets Reagent Specifications for testing USP/NF monographs. THIS IS NOT A SOLICITATION. PLEASE DO NOT SUBMIT A QUOTATION AT THIS TIME. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF YOUR FIRM. Submission is voluntary. Responses to this announcement are requested from (1) SBA certified Small Business HubZone firms; (2) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (3) Service-Disabled Veteran-Owned small Business firms; (4) Small Businesses. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. A firm is considered small under NAICS code 325199 with a Small Business Size Standard of 1250 employees. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (4) above, any solicitation may be issued as unrestricted without further consideration. Interested small business firms shall submit (1) NAME, ADDRESS, PHONE NUMBER and DUNS NUMBER; (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three years) RELEVANT (similar projects to this requirement) performance history (identify the name of the company and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) your firm performed the work; and (3) your SIZE STATUS. Your company must have a DUNs number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFQ or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updating annually. All responses must be submitted NLT November 16, 2023, at 5:00pm EST via e-mail to: Beth Wilson at bwilson@usgs.gov. This is NOT a Request for Proposal (RFP), Request for Quotation (RFQ) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov and no paper copies will be provided.
