Description
The Department of the Navy is posting a sources sought synopsis as a means of conducting market research to identify parties having an interest and the recourses to support the requirement for High Speed Maneuverable Surface Targets (HSMST), Ship-Deployable Surface Targets (SDST), and Surface Towed Targets (STT) maintenance located at the Pacific Missile Range Facility (PMRF) Detachment Far East at White Beach Naval Facility, Okinawa Japan. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488390 Other Support Activities for Water Transportation, with a small business size standard of $47M.� The results of the market research will contribute to future procurement process decisions. No feedback or evaluations will be provided regarding any submissions on this sources sought announcement. Description of Services: The contractor shall conduct weekly and monthly pre/post-operational checks and maintain seven HSMSTs and two SDSTs.� Other non-motorized surface targets will periodically require preparation, build-up and maintenance as required and includes Improved Surface Towed Targets (ISTT), Low Cost Towed Targets (LCTT), up to 10 Low Cost Modular Targets (LCMT), up to 16 Polyethylene Towed Targets and marine systems� equipment including temporary equipment installed for specific training operations.� The contractor shall operate, maintain and repair towed and floating targets and associated trailers. The contractor shall be responsible for inspecting, maintaining and repairing hulls, decks, rigging and other ancillary equipment and hardware of the towed targets.� ����������� A description of the surface targets are as follows:� HSMSTs are 26-foot long, rigid inflatable boat (RIB) design.� The boats are powered by twin outboard engines of either gas or diesel fuel.� These boats can be launched from a vessel or from shore, or could be towed by another vessel to the operational area for use.� The SDSTs are similar to either a Sea-doo or jet-ski.� These can be launched from shore or from a vessel. The STTs are inexpensively modular built targets and towed at sea by a vessel for use. Period of Performance It is anticipated that this award will be for a 12-month base period plus four additional 12-month option periods. Level of Effort The estimated level of effort would be two technicians working 40 hours a week. Submission Instructions Interested parties who consider themselves qualified to perform these services are invited to submit a response or questions to this Sources Sought Synopsis Announcement no later than 1:00 PM Pacific 16 November 2023.
