Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Pentagon Directorate intends to acquire via sole source, educational training support services for up to 50 Diplomas in Advance Studies on Human Right and Humanitarian Law and up to 20 Master of Laws (LL.M) in International Humanitarian and Human Rights Law for Naval Education Training Security and Assistance Field Activity�s (NETSAFA) for the Mexico Navy. This educational training will provide the International Military Students (IMS) from Mexico a Diploma and/or LL.M, depending on the required courses needed for that IMS student. It is essential that students take their courses in English or Spanish depending on their language needs, that they have curriculum specific to Central American issues, the program overall is tailored to already practicing attorneys, and that the university accepts credits from Mexican higher education institutions. These points are essential because the Mexican Navy are sending their currently practicing attorneys for these advanced degrees so they can further their work capabilities in the most efficient amount of time. It is the intent of the Government to process this procurement under FAR Subpart 13.5 and to ultimately award a firm fixed priced (FFP), single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to American University as a result of the forthcoming solicitation. Performance is anticipated to begin on 01 January 2024. The applicable NAICS is 611310. This notice of intent is not a request for quotes - however, the Government will consider information received by the specified response date. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement based on responses received is solely within the discretion of the Government, and will not pay for information submitted in response to this notice.
