Sources Sought Notice Page 4 of 4 The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide analytical support of validation of the reporting of variants identified from next generation sequencing test results from solid tumor and heme/myeloid specimen testing. The service provides analytical support for a concordance panel validation study. It will provide statistical inference and evidence of expected mutations in validation samples being accurately called by the bioinformatics pipeline and precision of lab assay technique with special attention to sample QC, detecting LOD, primer/probe efficacy and best variant calling file filtering conditions. Results of the validation will be provided in the form of a report that describes the both the analytical procedure and results summary. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The contract service provider shall be accountable solely to the Contractor who in turn is responsible to the Government. The contractor shall have the technology and know-how to efficiently and effectively satisfy the requirement in its entirety. The government will evaluate market information to ascertain potential market capacity to provide products or services consistent in scope and scale with those described in this notice and otherwise anticipated. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES, SOLE SOURCED, OR PROCURED THROUGH FULL AND OPEN COMPETITION.
