Description
The notice is for informational purposes only IAW DFARS PGI 206.302-1(d). This is not a formal Request for Quote (RFQ) or proposal (RFP). Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. United States Special Operations Command (USSOCOM) has a need for a follow-on contract to USSOCOM H9241523C0002 which is currently with Spathe LLC.� This contract is set to expire within the next six months.� USSOCOM intends to award a follow-on contract to the developer of Vulcan, Cylitix LLC, 1201 Wilson BLVD, Arlington, Virginia, 22209 under the authority of Federal Acquisition Regulation 6.302-1, Only One Source Capable of Satisfying the Agency�s Requirements.� The next contract will include the current contracted Base Subscription as a Service as a platform that USSOCOM and other U.S. Government agencies utilize for innovation scouting and assessment purposes.� This contract will include the following capabilities within the Vulcan platform. Base Subscription: The current Vulcan subscription provides a comprehensive and validated Technology Readiness Level (TRL) 9 platform for USSOCOM Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) and Special Operations Forces (SOF) to enhance their technology scouting efforts. It provides a streamlined approach and custom process from initial technology discovery to collaboration and experimentation, evaluation, assessments, and the generation of detailed Government reports. The system provides a comprehensive and dynamic data ecosystem of technology scout cards, subject matter experts, and development organizations. It enables secure advanced search and sharing of net-centric information, preserving data integrity for users on a role-specific basis through a robust and compliant security architecture. Moreover, it efficiently handles data from diverse sectors such as industry, academia, and Government, accommodating multiple formats that adhere to specific Defense and commercial protocols including Export Controls.� The Vulcan platform currently supports over 950 diverse Government entities to securely and effectively engage a peer-vetted and active ecosystem of registered, academic, non-profit, and commercial users. �The Five Eyes� (FVEY) Enhancement: USSOCOM desires the current capability provided by Vulcan but with the full integration of U.K., Australia, New Zealand, and Canadian defense organizations to leverage the Vulcan ecosystem while catering to the specific role-based needs of each FVEY country.� The capability would support increased scale and complexity added by user groups within the FVEY domain. This FVEY addition would include new workflows tailored to each user group�s respective technical domain within the multilateral framework of the Vulcan platform.� Advanced/Tailorable Features:� USSOCOM desires its next Vulcan Subscription to have the ability to adapt as the need of USSOCOM evolves.� The subscription will be tailorable or have specific features for a determined task or set amount of time. This follow on contract will be executed under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one source is capable of satisfying the agency's requirements.� This determination is based on the fact that Cylitix LLC is the developer and owner of all intellectual property associated with the Vulcan platform. Vulcan has been utilized and validated by USSOCOM since 2016, and extensive time and work has been invested in the platform to meet the specific needs of USSOCOM which is considered as substantial reasoning for awarding a sole source contract to Cylitix LLC. The Government contemplates award of a contract for five one-year ordering periods with a maximum ceiling value not yet to determined. Per FAR 5.207(c)(16)(ii), all responsible sources may submit additional capability statements that will be considered by the agency. Any party responding to this notice shall send clear, factual documentation demonstrating their ability to execute this requirement. NOTE: Any responses submitted must demonstrate the ability to provide alternate capabilities without disruption that not only meet all the key capabilities and security compliance of the Vulcan platform and ecosystem by Cylitix LLC listed above, but also offer increased capabilities that outweigh the substantial duplication of cost to the Government and significant delays in fulfilling our on-going mission requirements that would be associated with introducing alternate capabilities at this time on a competitive basis.
