Duplicative responses are not expected** SOURCES SOUGHT FOR UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM) Organizational Change Management (OCM) Support for the�Joint Transportation Management System (JTMS) Program TRANSCOM23D019 This announcement constitutes a Sources Sought and is for planning purposes only.� THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within USTRANSCOM as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government.� Proprietary information submitted shall be appropriately marked.� Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this announcement. USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories with OCM experience.� USTRANSCOM is hoping to identify sources who can support the JTMS Joint Program Office (JPO) to plan and prepare the Joint Deployment Distribution Enterprise (JDDE) for significant change accompanied with the JTMS contract.� The intent of the OCM Support effort is to effectively manage and navigate the significant change expected with the implementation and deployment of the JTMS.� Through this contract, USTRANSCOM seeks to minimize the disruption to ongoing operations, enhance readiness and willingness for change, and engage stakeholders at all levels to support cultural transformation. Information Requested We are currently gathering information on firms who have provided organizational change management support, whether supporting the Government or the private sector.� Parties interested in this requirement should identify their experience in the following areas: Developing change management strategies and plans Conducting change impact assessments Facilitating stakeholder engagement and communication Implementing change management tools and methodologies Monitoring and evaluating change initiatives Include a brief summary of your experience, including the industries (e.g., Education, Financial, Transportation) you have supported, the size of the organizations and whether stakeholders were geographically dispersed, and the specific change management methodologies or frameworks utilized. �Other information such as project/contract value, lessons learned, or industry best practices to consider are desired as part of your response. Please include your company�s information (i.e., Point of contact name, phone number, and e-mail address, CAGE Code, Business size for NAICS 541611[1] - Administrative Management and General Management Consulting Services), as well as existing contract(s) or contract vehicles which could be utilized to procure this effort. Additionally, the Government is seeking recommendations on contract duration as it relates to fielding and implementing the JTMS across the Joint Deployment Distribution Enterprise (JDDE). Responses are requested on the suggested timing of contract award (i.e. BCAC phase) and overall length in relation to the JTMS implementation contract. Your company is welcome to provide any other additional information you would like USTRANSCOM to consider as part of our market research analysis (e.g., small business opportunities within the OCM requirement, contract type, alternate NAICS for consideration). Responses are to be no more than 8 pages, 12-pt, Times New Roman font. OCM Statement of Objectives (SOO) USTRANSCOM is seeking industry�s feedback and input as we continue our acquisition planning efforts.� We have attached a copy of the SOO for your review and consideration.� Feel free to provide your feedback directly in the attached document or in a separate document, whichever is more convenient.� Feedback, such as clarity and completeness, feasibility, and technical accuracy, on the OCM SOO will assist the Government in refining the requirement prior to release of the solicitation.� Submission Information Responses to this announcement must be submitted via e-mail to transcom.scott.tcaq.mbx.jtms@mail.mil no later than 1600 Central, 12 September 2023.� Please see the attached folder ""2023.08.28_OCM Sources Sought"" for response instructions, response deadline, and draft statement of objectives (SOO).
