THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.� THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.� REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. �The Government is soliciting information to determine the availability and interest of firms capable of performing the requirement stated below. This sources sought is being issued for market research purposes only. DLA Disposition Services requires Excess Personal Property located in the Continental United States (CONUS) be Demilitarized (DEMIL) prior to the release of scrap material. � The contractor shall perform Demilitarization of excess DoD Ballistic Glass within 150 miles of the three (3) locations listed below. �� Property streams consist of, ~2 million pounds of Ballistic Glass, metal framing, and dunnage at each of three (3) locations listed below. Total weight is ~2 million lbs. DLA Disposition Services, Tucson Arizona. (est. 1M lbs.) 7030 East Irvington Road Tucson, AZ 85707-4373 DLA Disposition Services, Sierra California (est. 7-8 truckloads) 74 C Street Bldg. 315 Herlong, CA 96113 DLA Disposition Services, Red River Army Depot (est. 850K lbs.) Bldg. 473 Texas Avenue East Red River Army Depot� Texarkana, TX 75507-5000 The Ballistic Glass is on pallets and housed in crating material, which would all be part of the processing effort for the contractor. Ballistic Glass would require the following method and degree of destruction: The Ballistic Glass will be crushed. Any armor or armored components will also be removed and mutilated by cutting. � The metal framing is considered armor and minimally will need to be cut in half.� �� Contractor would be provided training and sign destruction certificates as the destruction certifier and a government employee would be on-site to sign destruction certificates as the destruction verifier. Information requested for this market research. this is the only information requested for this market research effort.� The Government is not requesting a contractor apply significant time or resources to this sources sought effort, rather simple reply with the following information: Is your company interested in this work? If so;� Please list the site or sites your company is interested in. Tucson, Sierra, Red River, or all three. � Does your company have facilities or are capable of converting/constructing/renting space with-in 150 miles of the three (3) locations listed above? Can your facility accommodate a small office area for the government verify when on-site. Is there any price you would offer to pay the government for this material? If so, which site Tucson, Seirra, Red River, or all three.� Only provide a yes or no to this question, do not list any dollar values, the government can negotiate prices independently, as needed.� On-Site inspections of material will be offered, as applicable and at the convenience of the government. Please provide relevant experience within the last five years, to include information as applicable; any contract number(s), names of individuals responsible for the referenced contracts/projects, and current telephone numbers for those individuals; if you were a subcontractor, identify the work you actually performed as the sub-contractor, etc. Interested parties may submit the above information for satisfying this requirement to the contract persons below. This announcement is not a request for competitive quotes / proposals. All information shall be submitted via e-mail to robert.seekamp@dla.mil and brian.smith@dla.mil . �All in formation provided will become the property of DLA Disposition Services and will not be returned. �Responses are requested no later than 11/21/2023 at 4:30 p.m. EST. A response to this Sources Sought will not be considered an adequate response to any forthcoming solicitation announcement.� The Government WILL NOT provide a debriefing on the results of the survey.� No reimbursement will be made for any costs associated with providing information in response to this ""sources sought"" notice or any follow-up information requests.� All information submitted will be held in a confidential manner and will only be used for the purpose intended. Definitions: Demilitarization: (DEMIL) is defined by DoD as the act of eliminating the functional capabilities and inherent military design features from DoD personal property that requires certification and verification Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. DEMIL is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States. DEMIL applies to materials in both serviceable and unserviceable condition. When conducting transactions that involve the transfer, donation, or other disposition of surplus and foreign excess personal property designated as arms, ammunition, and implements of war and other military type items, you must follow the demilitarization guidelines set forth in the Defense Demilitarization Manual. Scrap: Recyclable waste and discarded materials derived from items that have been rendered useless beyond repair, rehabilitation, or restoration such that the item�s original identity, utility, form, fit and function have been destroyed. Items can be classified as scrap if processed by cutting, tearing, crushing, mangling, shredding, or melting. Intact or recognizable United Sates Munition Listed (USML) or Commerce Control Listed (CCL) items, components, and parts are not scrap. Our agency has no further limitation once title to scrap material has past to the contractor. See Bureau of Industry and Security regarding exports.� Demilitarization Code: A code assigned to an item by the Federal item manager to identify the required Demilitarization. General DEMIL Code Descriptions: A- Items subject to the Export Administration Regulations (EAR) in parts 730-774 of Title 15, Code of Federal Regulations (CFR) (CCLI or EAR99) and determined by the DoD to present a low risk when released out of DoD control. No DEMIL, MUT, or end use certificate is required. May require an export license from DOC. B- United States Munitions List (USML) Items Mutilation (MUT) to the point of scrap required worldwide. C- USML or CCL Military Items DEMIL required. Remove or Demilitarize installed key point(s) items as DEMIL code D. D- USML or CCL Military Items DEMIL required. Destroy item and components to prevent restoration or repair to a usable condition. E- DoD DEMIL Program Office reserves this code for its exclusive-use only. DEMIL instructions must be furnished by the DoD DEMIL Program Office. F- USML or CCL Military Items DEMIL required. Item managers, equipment specialists, or product specialists must furnish special DEMIL instructions. G- USML or CCL Military Items DEMIL required ammunition and explosives (AE). This code applies to both unclassified and classified AE items. P- USML Items DEMIL required. Security classified items. Q- Commerce Control List Item (CCLI) MUT to the point of scrap required outside the United States. Inside the United States, MUT is required when the DEMIL integrity code (IC) is 3 and MUT is not required when the DEMIL IC is 6.� Dunnage: Loose materials placed around cargo to prevent shifting or damage while in transit. Materials may include, but limited to, padding, cardboard, wood, packaging, Styrofoam, strapping, and paper.�
