- Description
- The National Aeronautics and Space Administration (NASA) Headquarters Office of Procurement (HQ OP) released the Historically Black Colleges and Universities (HBCU) Consortium for Acquisition Development (HCAD) Request for Information (RFI) on June 1, 2023 (Notice ID #80HQTR23-RFI-HCAD). HQ OP issued the Sources Sought Synopsis/Request for Information (RFI) as a means of conducting market research to identify parties having an interest in, and the resources to, support HCAD. The result of this market research will contribute to determining the contract type and method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611, Administrative Management and General Management Consulting Services. Under this NAICS code, a business is considered small if its size standard in average annual receipts is no more than $24.5M. The next phase (Phase II) of research entails understanding the costs for managing a consortium. The purpose of this RFI is to obtain rough orders of magnitude (ROMs) to understand the potential funding commitments by the Agency and what the potential cost is to operate a consortium managed service. OP has a goal to boost acquisition business acumen at HBCUs and other MSIs by enhancing its awareness and overall ability to effectively compete on federal funding opportunities as well as advancing relationships that are often an outage for this community.� The Phase II process is open to all qualified interested parties, regardless of their participation in the initial RFI phase. We encourage all interested parties, to review the Phase II submission instructions and consider submitting their response.
