- Sources Sought Notice Sources Sought Notice Sources Sought Notice Sources Sought Notice The Department of Veterans Affairs intends to award an order a Folder Inserter Machine Lease under an existing GSA/FSS Multiple Award Schedule pursuant to the authority of FAR 8.405-6 and FAR 8.405-6(a)(1)(B). The applicable NAICS code is 561499 and the PSC is code W075. This is a Sources Sought (SS) Notice only; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids.), This SS Notice is part of the Government s market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this SS notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this SS notice are strictly voluntary and the Government will not pay respondents for information provided in response to this SS notice. Responses to this SS notice will not be returned and respondents will not be notified of the result of the review, although responses to the questions posed by the Government would be most beneficial to this market research effort. The purpose of this SS notice is to conduct Market Research to determine an acquisition strategy to be utilized for this procurement. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1. Company name, address, primary contact(s), e-mail address & phone number. 2. If you are not the OEM, then a letter from the OEM confirming your firm is an authorized distributor. 3. SAM UEI number. 4. State if your firm has required items on Schedule (FSS, GSA, SEWP, other ). 6. Description of Supplies/Services Required to Meet the Agency s Needs ***Please Note: Capability Statements must identify the hardware intended to be leased, as well as the compatibility of such hardware with the specified software currently being utilized. All responses must be submitted to this email address: Diana.Valdez2@va.gov Nature and/or Description of the Requirement: The St. Cloud VA owns and utilizes a Neopost DS95I folder inserter from Neopost/Quadient that is at end of life, continuously breaks down and needs replacing. The folder inserter has a direct interface to Quadient Output Management Software (OMS 500) and to the Quadient Automated Insertion Management Software (AIMS). The replacement must connect with the existing Quadient software, Output Management Software (OMS 500) and to the Automated Insertion Management Software (AIMS), purchased through ongoing contract 36C26320A0026 ending on 6/30/2025. Description of Supplies/Services Required to Meet the Agency s Needs: Hardware needed: Inserter Base & Tower w/4x 500 Sheet Folders (500+500+500+500), Accumulate/Divert, Conveyor, Furniture & AIMS On Board Insert Feeder + Furniture Double CIS Face Up Top Scanner, Face Down Bottom Scanner Tower 2D DataMatrix Lease must include: Products, shipping, delivery, and installation. Machine rental Maintenance agreement Preventative maintenance Transition to new equipment will be seamless. Training on new equipment Local service team accessible to VA staff when needed. Additional Requirements: Requirement is for a base +4 year contract. Folder-Inserter must be able to integrate with OMS 500 and AIMS Quadient software packages currently in use and being contracted until 6/30/2025 through contract 36C26320A0026. Folder- Inserter must be able to read the 2D barcode label printed on each page generated from Quadient OMS 500 software that tells the inserter how many pages to expect to be inserted and inserts them into an envelope ensuring the counts match to ensure a closed-loop system which eliminates the opportunity for any HIPAA-regulated correspondence to be sent to the wrong individual. If the right number of pages are not inserted as determined by the 2D barcode generated by Quadient OMS 500 software and printed on pages for a patient the folder-inserter machine must be able to stop until the error is corrected so that it can continue to insert the letters. *** End ***
