Description

NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. THIS SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO NOT CONTACT THE CONTRACTING OFFICE TO PROVIDE CAPABILITIES STATEMENTS OR NOTICE OF INTEREST.�� The 509th Contracting Squadron at Whiteman AFB, MO has a requirement for a Firm Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Base Pavements. This acquisition is a competitive 100% set-aside for Small Business concerns. This acquisition is being synopsized under North American Industry Classification System (NAICS) code 237310, Highway, Street and Bridge Construction, with a small business size standard of $45M. This IDIQ contract consists of repair and construction of base roads, parking lots, driveways and sidewalks. Other areas may include complete rebuilding of some streets and parking lots and roto-milling as well as overlay with asphaltic concrete. In addition, the contract consists of slurry sealing, seal coating, and crack sealing. The contractor shall provide all personnel, equipment, vehicles, tools, materials, supervision, and other deliverables necessary to perform these tasks. The ordering period for this IDIQ contract will be a 12-month base period with four 12-month option periods. All work under the resulting contract will be awarded through the issuance of individual Task Orders. The contract magnitude is between $5 Million and $10 Million. The basis for award for this acquisition will be a best value tradeoff considering technical, past performance, and price.� The solicitation will be issued electronically on the System Award Management (SAM) web page at http://sam.gov/. Paper copies will not be made available. Prospective contractors must be registered in the SAM in order to be eligible for award. The SAM site is http://www.sam.gov. The solicitation is anticipated to be available around December 2023 with a closing date 30 days after issuance. There will be no pre-announcement of when this solicitation will be available. The government is not liable for information furnished by any other source. Amendments, if /when issued will be posted to the sam.gov page for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the solicitation.
