As the Contracting Officer I consider this to be a reasonable method as allowed in FAR 13.106-2(3)(ii)(D) Vendor must bid on the entire quantity of a line item if they would like to bid on the item. Please be aware that all awards will contain FAR Clause 52.232-18 Availability of Funds.
