Request for Information: RFI-KSC-CDC-2023 Agency/Office: National Aeronautics and Space Administration/Center Planning and Development (CPD) Location: Kennedy Space Center, Florida Title: Request for Information � Concepts for Design/Build and Potential Operation of a New State-of-the Art Child Development Center at Kennedy Space Center Description(s): Introduction: The National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC), is seeking sources who are interested in partnering on a state-of-the-art Child Development Center (CDC) to meet the needs of the world�s premiere spaceport, supporting NASA and other partners at the Kennedy Space Center. KSC is requesting information from U.S domestic entities, including federal, state, and U.S. commercial entities, interested to potentially fund, design, build, and partner with KSC to operate a new state-of-the-art CDC at KSC. The 2020 KSC Vision Plan identifies the need for a facility larger than the current CDC and one designed to facilitate the education and social well-being of its students. There is an imminent need to increase student capacity to accommodate currently enrolled students and families on the waiting list while also providing a cost-effective solution for our space workers. The Center Planning and Development Directorate (CPD) develops, implements, and administers the KSC Master Plan. Periodically CPD conducts market research to gain pertinent knowledge and canvas interested parties. Purpose of this RFI: The purpose of this Request for Information (RFI) is to solicit responses from industry that have an interest in building a new state-of-the-art CDC at KSC and partner with KSC to operate the facility. The information NASA receives in response to this RFI will inform its strategy to establish a larger facility and future operations for the CDC. Based on responses received, the operator may be required to enter into a real property agreement with NASA and will be responsible for funding the architectural design and building the facility per federal and state requirements.� The establishment and operation of the new state-of-the-art CDC will comply with the State of Florida Department of Children and Families (DCF) requirements and applicable national certifications. Minimum Facility Requirements: Student Capacity:� ��������������������� ��������� �������������������� �������������������� 250 Teacher Capacity: �������������������������������� ��������� ��������� �������������������� 45 Square Footage:� ����������������������� ��������� �������������������� �������������������� 15,880 sq. ft. Number of individual classrooms w/bathroom space: � ��������� ��������� 13 Number of non-classroom spaces:��������� �������������������� �������������������� 14 Playgrounds:�������������������� ��������� ��������� �������������������� �������������������� 2 Parking spaces:�������������������������� ������������������������������ ��������� ��������� 100 Non-classroom spaces may include: isolation clinic, computer room, conference room, administrative offices, kitchen/break room, laundry, storage, teacher/visitor bathrooms, mech/comm room. Information Sought: Provide examples of other daycare facilities you have built and an estimated timeline to complete construction of this facility and be operationally ready. How will operations be managed? Describe your childcare program�s current licenses and accreditations including Florida�s DCF and accrediting bodies such as the National Association for the Education of Young Children (NAEYC) or Accredited Professional Preschool Learning Environment (APPLE). If available, please provide your childcare program�s written policies and procedures, addressing issues such as the program�s philosophy and curriculum goals, policies on guidance and discipline, and health and safety procedures. Provide options for summer engagement programs for elementary school-age children. Response Instructions: U. S. entities including commercial, federal, and state organizations, and United States Commercial Providers as defined in the Space Commerce Act, 51 U.S.C. section 50101(7), are invited to submit responses to this RFI. All responses must be submitted as an electronic file in Portable Document Format (PDF) via email to the NASA Point of Contact identified below. Responses should not exceed twenty (20) pages. Font should be Times New Roman, size 12. Responses must be received by the NASA Point of Contact no later than 5:00 pm Eastern Time on January 5, 2024. NASA will provide a formal meeting session with an open line to discuss the opportunity, tentatively scheduled for December 6, 2023. Please email Christina.L.Williams@nasa.gov to request an invitation to the Teams meeting. All questions are due in writing by December 6 and NASA responses will be posted on SAM.gov. It is not NASA�s intent to publicly disclose responses or proprietary information obtained through this RFI; therefore, responses should clearly identify such information as proprietary. NASA will protect such data from public disclosure to the extent permitted under the Freedom of Information Act (FOIA) and other laws and regulations. NASA has no intent to reply to individual responses but reserves the right to conduct follow-up interviews with respondents, if needed. Additional Information: NASA requests this information for planning purposes only. This RFI does not constitute a Request for Proposals, Invitation for Bids, Request for Quotations, or Announcement for Proposals. This RFI is not an offer or commitment by the Government to enter into a contract or other type of agreement. Moreover, the Government will not pay for the information submitted in response to this RFI, nor will the Government reimburse respondents for costs incurred to prepare responses to this RFI. NASA will use the RFI responses to define requirements for the CDC, gauge market interest in the funding, construction, and operation of a new CDC and determine whether it is in the Government�s best interest to issue a competitive Announcement for Proposals (AFP) for a new CDC. NASA reserves the right to amend or withdraw this RFI at any time. NASA KSC seeks to ensure broad awareness and visibility of this RFI; however, it is each respondent�s responsibility to monitor the SAM.gov website for additional information or amendments.
