CONTINUATION PAGE The purpose of this amendment is to answer contractor questions and submit a final SOW change, minor, to the contract solicitation. The manufacturer has combined the Part Number for the Door Licenses and so the one license covers all of the doors. Also, we are changing from Option Years to Phases so allow for a speedier process. Depending on availability of funds several phases may be completed in the same fiscal year. Pricing should be indicative of the phases, with the understanding that the initial funding is only for Phase I. Should Phase I be completed before September 30, 2024, and there be more funds available to complete all of Phase II, the Government has the ability, not the obligation, to enact Phase II. Please note the following attachments were added to the Contract Opportunities site folder as discussed during the site visit. The missing floor plans for B162 and B164, and the C-CURE iSTAR Controller Report, SWH02 All Doors Report, SWH09 Input Status Report, Outputs Report, and SWH16 Reader Status Report. It is the contractors responsibility to download these from the Contract Opportunities Site as they need them. **IMPORTANT** This solicitation is being made under FAR part 13 Simplified Acquisition Procedures. No further discussions will be conducted. Interested contractors shall only send their best offer with their capability statement, if any. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All quotes regarding this solicitation should be forwarded in writing via e-mail to the Point of Contact listed below. Quotes should be based on the information provided as no discussions will be allowed. Point of Contact Norman Napper-Rogers, Contracting Officer, Norman.Napper-Rogers@va.gov. QUESTIONS & ANSWERS Are there drawings/floor plans for these buildings, or would we be able to conduct a job walk at the sites? (Site visit for Prescott, drawings/floor plans for satellites.) Drawings of the facilities upgrades will also be available. Are the hardware items in the schedule the requested replacement items for the CCURE\Software house hardware items? The old CCURE system has many anomalies, so the new Hirsch system is a direct replacement of all old CCURE hardware. Can the Government confirm the POP dates? The contract will be funded in Phases and the Phases can be completed earlier, and a new phase started if funding is available earlier. The POP is being modified to the following dates 01/01/2024 12/31/2024 (Phase I), 01/01/2025 12/31/2025 (Phase II), 01/01/2026 12/31/2026 (Phase III), 01/01/2027 12/31/2027 (Phase IV). This will allow for continued progression throughout the contract and can make shorten the project time. Can the customer identify the existing Hirsch system to include the server model, system ID, software version, etc.? Server is a custom Build, Velocity/Hirsch software ver. 3.8.4 Can the customer also confirm if the Hirsch Support Agreement is still active? It is currently active. Can the customer clarify the requirement for upgrades across 4 option years? Provide software and firmware to maintain updates and compliance, in a phased deployment. Are these buildings not ready for an upgrade? All buildings are ready but is contingent on availability of funding. Can the Contractor propose a shorter delivery schedule? No. The schedule is contingent on funding. The Bill of Materials is identified for all building during the base year and option years 1-3. However, a Bill of Materials has not been provided for the building in Option Year 4. Can the customer provide this list of materials so that OY4 can be quoted? What was Option Year 4, the CBOCs, is being removed from the contract at this time. There will be no need for this information at this time.
