Description
Position Description� Program Management Officer� U.S. Department of State� Office of the Under Secretary for Political Affairs (P)� Bureau of Near Eastern Affairs (NEA) Program of Technical Cooperation� � *PLEASE NOTE:� This is a personal services contractor position.� �All interested parties should apply directly by submitting their resume via email.* Description:� This position is located in the Program of Technical Cooperation (PTC) in Riyadh, Saudi Arabia.� PTC works with the Ministry of Interior (MOI) and with the Saudi State Security Presidency (SSP).�PTC leads an interagency effort including several interagency partners.� U.S. Chief of Mission staff working for the program in the Kingdom perform their duties primarily in Saudi facilities.� The incumbent will primarily serve as a�Program Management Officer, reporting to the PTC Director and Deputy through the Chief Program Management Officer.� The incumbent will handle initiation, planning, development, execution, reporting, and accountability of diverse projects.� The Program Management Officer provides program and project management support for all aspects of the PTC portfolio in accordance with PTC Governance Requirements and is expected to maintain relevant professional certifications. Major Duties: Provide advice, guidance, and document drafting support to PTC, Implementing Agencies (IAs), and Saudi counterparts on program and project management best practices, tools and methods (developing charters, defining scope, developing project plans, risk management, data visualization, etc.). Provide project management support and help coordinate project management activities during all program stages of all initiatives and projects, from initiation through closeout. Support IAs in developing Project Management Plans (PMPs) and help coordinate and run project baseline reviews. Actively participate in and/or coordinate efforts and meetings between OPM-MOI, IAs, and Saudi counterparts to further project planning and execution efforts. Be a full member of, and advisor to, Joint Working Groups. Assist staff in incorporating project management elements into new initiatives. Track and help coordinate risk management for IAs.� Support IAs in developing risk mitigation plans. Help/advise and work closely with the IAs on addressing project issues and developing and implementing changes to project plans. Assist in producing reports for recurring or ad hoc reviews. Develop technical assessments and make recommendations for improving the effectiveness and efficiency of programs, projects, policies, reporting, process flow, and activities where applicable.� Serve as subject matter expert in providing analytic and technical program and project management support. Track and help the organization address Risks and Preventive and Corrective actions. Organize strategic planning activities as directed. Develop and deploy standards as needed, identify and implement improvements and ensuring timely and effective activity and financial reporting. Support preparation for organization-wide activities such as high-level meetings and joint revisions to program governance requirements. Perform other duties as assigned. �Qualifications Ability to influence employees of Saudi Arabian and US Government organizations to cooperate in the pursuit of common goals. Ability to effectively work as a team in the resolution of conflicting views to promote cooperation and support for national security objectives. Ability to plan and organize activities, prioritize and schedule work, efficiently allocate assigned resources, meet deadlines, work under pressure, and achieve desired results with minimal or no supervision. Ability to identify requirements, establish objectives, develop alternate courses of action, present policy options, and coordinate execution of policy decisions. Ability to communicate effectively in the English language orally and in writing, defend recommendations, negotiate solutions, and represent� PTC. Experience analyzing complex issues and experience leading organizational or team actions in accordance with plans, goals, and objectives. Experience working in a fast-paced, team-oriented environment, and working accurately under pressure and in difficult circumstances. Experience establishing and maintaining effective and constructive working relationships with people of different national and/or cultural backgrounds with respect for diversity.
