POSITION DESCRIPTION MASTER SCHEDULER (PSC FS-03 EQUIV) U.S. DEPARTMENT OF STATE OFFICE OF THE UNDER SECRETARY FOR POLITICAL AFFAIRS BUREAU FOR NEAR EASTERN AFFAIRS PROGRAM OF TECHNICAL COOPERATION� RIYADH, SAUDI ARABIA *PLEASE NOTE:� This is a personal services contractor position.� �All interested parties should apply directly by submitting their resume via email.* I.��INTRODUCTION This position is located in the Program of Technical Cooperation, in Riyadh, Kingdom of Saudi Arabia.� PTC leads an interagency effort currently including several interagency partners, with the possible addition of other agencies and offices in the future.� U.S. Chief of Mission staff working for the program in the Kingdom perform their duties primarily in Saudi facilities.� The incumbent serves as the Master Scheduler (MS) for the organization in developing and maintaining project schedules, reports, and dashboards, and supporting the development and tracking of project management plans (PMP). Applicants must also have at least one (1) year of specialized experience equivalent to the GS-XX/FS-04 level in the Federal Service, which provides the applicant with the particular knowledge, skills, and abilities to perform the duties of this position.� � Position Requirements Bachelor�s Degree plus extensive professional experience in project management scheduling and data visualization, or related fields U.S. Citizenship Ability to obtain and maintain a Secret clearance Ability to obtain and maintain a Department of State issued Medical Clearance Good communication skills in English, both written and oral II.��MAJOR DUTIES AND RESPONSIBILITIES Interfaces with all PTC program elements, including developing, executing, and closing projects, and across performance domains including planning, delivery, and measurement, to develop and maintain PMPs, schedules, and project health reporting tools.� Works closely with program/project managers, PTC staff to ensure schedules meet project objectives and contain adequate tasks, dependency links, and organizational structure to aid project execution, monitoring, and analysis. ��Proactively identifies and proposes solutions for schedule risks.� Performs critical path analysis for projects and prepares and recommends solutions designed to minimize schedule delays and optimize project completion.� Interacts with financial management team to develop programs for tracking, analyzing, and reporting project expenditures against spend plans.� Develops and prepares reports for schedule performance metrics and spend plans.� Supports development of content templates for project documentation processes, product deliveries, tools and related job aids necessary to support program initiatives directed toward continuous process improvement. Provides technical advice and guidance to PTC staff concerning the use of information technology project management tools and related programs.� Analyzes office workflow processes, develops presentations in these and related areas and makes recommendations for management and administrative changes that are designed to enhance program execution and mission effectiveness.� Serves as technical subject matter expert in providing schedules analytic and technical guidance, and advice and support to program leadership with respect to major program and project schedule decisions affecting the allocation of program resources across concurrent initiatives and projects.� Develops plans, status reports, and progress reports for special projects as needed, and studies, and assesses impact of such projects on the PTC program.� Develops new plans and schedules in the context of rapidly changing program priorities and resources, and negotiates the application of new methods and innovative approaches with senior PTC officials.� Determines approaches needed to achieve program and project objectives, identifies specific steps for project accomplishment, coordinates meetings necessary to accomplish tasks and develops required background information and other inputs for project managers.� Serves as the primary office subject matter expert in data visualization, and supports broad and specific efforts to improve data visualization, report tracking, and related products.
