Description
Synopsis: THIS IS A NOTICE OF INTENT FROM THE GOVERNMENT FOR AN UPCOMING SOLICITATION AND NOT A REQUEST FOR PROPOSAL (RFP). � The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) at the National Institutes of Health (NIH), on behalf of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), intends to procure support services for the continued operations and maintenance of the USRDS. This will be a full and open competition resulting in a negotiated cost reimbursement contract awarded in accordance with Federal Acquisition Regulations (FAR) 15 procedures. The contract will be structured to have a 12-month base period, followed by three 12-month option periods, one 9-month option period, and one 3-month option period (transition). The solicitation is expected to be released on or around December 4, 2023. The United States Renal Data System (USRDS) is the largest and most comprehensive national End Stage Renal Disease (ESRD) and Chronic Kidney Disease (CKD) surveillance system, that collects, analyzes, and distributes information about CKD and ESRD in the United States. It was established in 1989 through US Congressional authorization and has operated for 35 years under competitive contracting with� NIDDK�s Division of Kidney, Urologic, & Hematologic (KUH) Diseases. The services provided by various USRDS Contractors over the past 35 years has been invaluable to NIDDK as well as to the Renal Community and the continuation of support for the USRDS is a critical need for NIDDK. The USRDS Coordinating Center (CC) Contractor will be funded directly by the NIDDK. USRDS staff collaborate with staff from the Centers for Medicare & Medicaid Services (CMS), the United Network for Organ Sharing (UNOS), and the ESRD networks, sharing datasets and actively working to improve the accuracy of ESRD patient information. In support of the overall NIDDK mission and the mission of the KUH, the objective of this acquisition is to procure services to maintain and to update the USRDS database and to produce the Annual Data Reports (ADRs) which will be �the key deliverable under the contract. The USRDS shall have a Contract Management Board (CMB), providing subject matter expertise for each chapter in the Annual Data Report, and the Contractor should have the capability to form a CMB comprising of Subject Matter Experts (SMEs) for each chapter in the ADR. The CMB must include membership from both CMS and the CDC (Centers for Disease Control), since the USRDS receives its data from CMS, and the USRDS relies on critical partnerships with the CDC. �It is critical to continue this project because it is congressionally mandated (OBRA 1986) and the USRDS is used as an essential reference by patients and providers and provides details that are essential for the conduct of research in planning studies. Further details can be found at the following link: https://www.niddk.nih.gov/about-niddk/strategic-plans-reports/usrds� The USRDS Contractor will be expected to provide project management to support the tasks in the SOW.� Specifically, the contractor shall have the capability to manage the various activities, including subcontractors (if applicable), required for the execution of work performed under this contract. This includes general administration, communications, management of data, and documents. United States Renal Data System - USRDS - NIDDK (nih.gov) Maintain and update the USRDS through the deployment of various types of available healthcare data and to produce publish the Annual Data Reports on ESRD and CKD in the United States annually. Provide the qualified personnel for the Steering Committee (SC), that oversees the activities of the USRDS and for the Contract Management Board (CMB), which will work with the SC regarding USRDS issues. Provide clinical, biostatistical, epidemiological, data management and analytical expertise necessary to maintain and update the USRDS database as well as the scientific staff to coordinate and to scientifically manage, develop and expand the database. Fulfill data requests, provide standard analysis files and specialized datasets to researchers, produce the Researcher�s Guide and to present the results of its research at national conferences and in peer-reviewed journals. Prepare and release data to support investigator-initiated research, for the Government and to the renal community. Publish papers and reports of scientific findings based on USRDS data. Ability to produce a minimum of 1 manuscript annually for publication in peer-reviewed medical/scientific journals. Effect a smooth transition-in (from incumbent) and transition-out (when contract ends and if there is a new awardee to assume the role of the USRDS CC). For eventual proposals, offerors should prepare to provide figures/representations of examples of the final product, including representative figures demonstrating the requirements of the SOW (ie, �hover and discover�, tabs with quick breakdown for key demographic and other subgroups, others). SCOPE The scope of the USRDS contract would include the requirement of the USRDS CC to make data readily available to the renal community, maintenance and updates of the USRDS data archives, including but not limited to the production of the Annual Data Reports (ADRs) and other specified reports, publication of findings from analysis of the USRDS data, and support of research to the Renal community related to the USRDS. The Statement of Work (SOW) for the anticipated solicitation will include the following Tasks: Task 1; Transition Activities Task 2: Provide Logistical Support for all meetings and correspondence Task 3: Maintain and update the USRDS data archives and public-facing digital presence Task 4: Preparation of Analysis Plan for the ADR Task 5: Preparation of the ADR Task 6: ESRD Quarterly Update tables Task 7: Support for Government Data Requests Task 8: Support for Renal Community Data Requests Task 9: Preparation of Standard Analysis Files Task 10: Support for Standard Analysis Files (SAF) Release Task 11: Support for Complex Data Release Requests Task 12: Preparation of Data Analysis Publication Manuscripts Task 13: Program Management This is not a request for proposals. This serves as a preliminary notification from the government for an anticipated solicitation to invite vendors large and small belonging to any socio-economic category, to submit proposals. The RFP (75N94023R00015) will be electronically available on or about December 4, 2023. The RFP may be accessed through www.sam.gov and all responsible sources may submit proposals. FAR 15 procedures will be followed in awarding a negotiated cost reimbursement contract. The solicitation is anticipated to result in a single award. This notification does not commit NICHD to award any contract. The NAICS code for this acquisition is 541990 � All Other Professional, Scientific and Technical Services. This acquisition is unrestricted and is not a set-aside for small businesses. All information required for submission of a proposal will be contained in the electronic Request for Proposal (RFP) package. No collect calls or facsimile transmissions will be accepted.
