Description
DLA FEMA Generator Program - Third Generation DLA Troop Support is issuing a Solicitation for the third generation of the FEMA Generator Program.� Subject acquisition will support Federal Emergency Management Agency (FEMA) Disaster Relief Operations in order to protect against, respond to, recover from, or mitigate against threatened or actual major or catastrophic disasters and emergencies � both natural and man-made, including acts of terror.� This acquisition would provide generators via lease/rental when the nearest FEMA generator fleet has a shortfall in inventory or does not have the generator sizes or sufficient quantities in inventory when an emergency response is required.� The Government intends to make multiple award five-year indefinite delivery indefinite quantity (IDIQ) supply contracts with post-award competition of delivery orders.� Resultant contracts shall have a five-year base to include five one-year pricing periods.� Contractors will be required to provide prime rated diesel-powered generators with all necessary fuel tanks and fuel lines (with proper connections) via lease/rental.� The primary intent is to lease generators for emergency response and disaster relief operations.� Pricing Periods shall be applicable to the Lease/Rental of each band size of Generator Sets.� The weekly and monthly lease rates will be firm fixed ceiling prices.� Generators for lease/rental will be in the following band sizes: Range 1: 15-60kW Prime rated Range 2: 61-100kW Prime rated Range 3: 101-200kW Prime rated Range 4: 201-400kW Prime rated Range 5: 401-704kW Prime rated Range 6: 705kW-1mW Prime rated Range 7: 1.1mW-2mW Prime rated The Contractor is responsible for all transportation to and from all shipping destinations.� Delivery shall be to Incident Support Bases (ISB)/Staging Areas (SA), Generator Staging Bases (GSB), directly to the point of need, intermediary locations, and/or consolidation points in CONUS, Alaska, Hawaii, Commonwealths (Puerto Rico and The Northern Mariana Islands), and Territories (American Samoa, Guam and U.S. Virgin Islands).� US minor Outlying Islands may also require support. Offerors are advised that dependent on the item, Preference for Certain Domestic Commodities/Berry Amendment, Restriction on Acquisition of Hand or Measuring Tools, and Trade Agreements Act apply.� Evaluation will be based on a Performance Price Tradeoff with a Technical Factor. ��All responsible sources may submit a proposal in response to the solicitation which shall be considered by the agency. Each contractor selected for award shall have a guaranteed minimum of $35,000.00.� Each awardee shall have a contractual maximum of $980,000,000.00.� The maximum of $980,000,000.00 also represents the maximum for the acquisition; the sum of all orders against all contracts shall not exceed $980,000,000.00.��� Please note that the information may be revised at the time of the solicitation to provide the most accurate and up to date information possible.� Copies of this solicitation will not be available until the solicitation issue date.� The solicitation will be posted on DIBBS https://www.dibbs.bsm.dla.mil/. Please note, the DLA Internet Bid Board System (DIBBS) electronic upload shall be used for proposal submission.� �Anticipated issue date is October 12, 2023.� Anticipated closing date is November 15, 2023.�� The solicitation has been issued.� � The due date for offers has been extended.� Amendment 0001 has been issued. Amendment 0002 has been issued. Amendment 0003 has been issued.
