Description
The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 20 (NCO 20) is conducting a market survey and is seeking potential sources for a health data exchange and license service for Idaho. This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.     Responses shall be submitted to Denise Patches at Denise.Patches@va.gov by COB:11-27-2023 SUBJECT: RFI 36C26024Q0097 This notice is intended strictly for market research. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified sources of supply and determine the socioeconomic size classification of the supplier and manufacturer of the end item.    Interested companies shall provide, at a minimum, the following information with their response;     Company Name and Address:  Point of Contact (POC)  Name:  Email Address:  Phone Number:  DUNS Number/UNIQUE SAM ID:  Brochures of their offered equipment/services. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.  Requested Salient Characteristics/Statement of Work 1. Contract Title Boise VA Medical Center (VAMC) Idaho Health Data Exchange 2. Background This contract will allow VA Health Care providers and administrative staff at Boise VAMC, its affiliated Community Based Outreach Clinics (CBOC) and associated Tele-Health Program Offices to access VA patients medical records available in the Idaho Health Data Exchange. This allows our medical staff the most up-to-date information to provide the best quality care to our veterans. Previous contract began October 1, 2022. This access is essential for our medical staff. 3. Scope The contractor shall provide the VA unlimited access for Medical and Support staff to the patient information exchange for approximately twenty-one thousand (21,000) unique patients per year. The access will allow VA Health Care Providers and administrative staff access to VA patients records available in the Idaho Health Data Exchange. This allows medical staff the most up-to-date information to provide the best quality care to veterans and is essential for the medical staff. Patient data from the VA will not be shared with IHDE. 4. Specific Tasks. The contractor shall provide the VA unlimited access for Medical and Support staff to the patient information exchange for approximately twenty-one thousand (21,000) unique patients per year. The IHDE Virtual Health Record is a web-based application and will not require that any software be installed on the VA computers. The contractor will grant access to the Virtual Health record application to the individuals designated by the VA. The VA may add or remove personnel access to the system as it sees fit or as required at any time and must notify IHDE of such changes. 5. Performance Monitoring (if applicable). The POC will complete quarterly reviews to ensure there are no more than five (5) hours of downtime per month and that technical questions will be addressed within one hour after notification via phone or email. 6. Security Requirements. The contractor employees shall not have access to VA sensitive or computer information. The contractor employees shall have no access to the Boise VAMC information system and will not require any access to our facility. No background investigation is required. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). There is no government-furnished equipment or information. 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. None. b. Identification of Potential Conflicts of Interest (COI). No organizational COI exists. c. Inspection and Acceptance Criteria. The POC is responsible for certifying that the work done under the contract is performed to time and standard. 9. Risk Control Access will be via a web-based application. There are no safety, patient issues, or infection control issues. 10. Place of Performance. Contractor will grant access (via applications) to Boise VAMC medical staff this function will be performed at the contractor s site. Boise VAMC employees will use this access while at Boise VA Medical Center, its affiliated Community Based Outreach Clinics and associated Tele-Health Program Offices. 11. Period of Performance. Base year of January 1, 2024 through Dec 31, 2024, in addition, four 1-year option periods will be included. Option periods will cover: January 1, 2025 December 31, 2029. 12. Delivery Schedule. The staff at the Boise VA Medical Center, its affiliated Community Based Outreach Clinics and associated Tele-Health Program Offices will have access to the Web Based IHDE Portal starting on the first day of the contracting period of service, January 1, 2024. IHDE will provide quarterly utilization statistics to the Boise VAMC.
