SOURCES SOUGHT NOTICE Solicitation Number: 75N95024R00013 Title: The NIH National NeuroHIV Tissue Consortium � New Clinical Site NAICS Code: 541715 � Research and Development in Physical, Engineering, and Life Sciences (Except Nanotechnology and Biotechnology) DESCRIPTION: NOTE: This is NOT a solicitation for proposals, proposal abstracts, or quotations. There is no solicitation available at this time. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The new clinical site for the National NeuroHIV Tissue Consortium (NNTC) will function as part of the NNTC, a national research resource that provides clinical data, biological specimens, and postmortem tissues to NeuroHIV investigators interested in conducting research on Human Immunodeficiency Virus (HIV) associated CNS co-morbidities in the context of anti-retroviral therapy (ART), as well as investigators who are advancing efforts towards a cure for HIV. The NNTC Clinical sites shall collect antemortem neuromedical and neuropsychiatric clinical data from volunteers living with HIV as well as HIV negative, and who have indicated a willingness to participate in organ donation. The NNTC Clinical Sites are responsible for the following: 1) Task 1 - Recruitment, clinical assessment, and follow-up of the NNTC cohort; and 2) Task 2 - Collection, maintenance, and distribution of specimen antemortem/postmortem tissues from the cohort to support NeuroHIV research. The NNTC Clinical Site shall work cooperatively with a Data Coordinating Center (DCC) to provide clinical data and specimen resources to research investigators. This contract is part of an NIH strategy to maximize availability of postmortem human biospecimens to the research community while simultaneously achieving greater efficiency and better coordination of brain and tissue repository resources. II. OBJECTIVES The National Institute of Mental Health (NIMH), National Institute of Neurological Disorders and Stroke (NINDS), National Institute of Drug Abuse (NIDA), and National Institute on Aging (NIA) seek to continue to support the collection and distribution of antemortem and postmortem central nervous system (CNS), peripheral nervous system (PNS), and peripheral tissues, and fluid biospecimens as well as antemortem clinical data for research on NeuroHIV. The objective of this initiative is to provide access to antemortem and postmortem central nervous system (CNS) and peripheral nervous system (PNS) biospecimens as well as antemortem clinical data for research on NeuroHIV, including data from HIV negative controls. The objectives also include facilitating proactive involvement with the HIV advocacy and patient communities, efficiently and effectively acquiring, processing, characterizing, curating, storing, and distributing biospecimens for research, with the ultimate goal of better understanding the heterogeneity of CNS complications in people with HIV and reducing the burden of NeuroHIV specifically as well as other consequences of HIV more broadly. In order to achieve these objectives, the NIH is supporting collection sites through contracts (i.e., the National NeuroHIV Tissue Consortium (NNTC)) to provide services that will actively acquire, process, store, curate, preserve, and distribute central nervous system, clinical data and related biological specimens to qualified investigators. Capability Statement / Information Sought: Companies that believe they possess the capabilities to provide the required products or services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. Capability statements must also include the Company Name, Unique Entity ID (UEI) from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Additionally, the capability statement should include: 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program such as respondents� opinions about the difficulty and/or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts any other information that may be helpful in developing or finalizing the requirement. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Submission Instructions: One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement/information sought paragraphs stated herein. A cover page and an executive summary may be included but are not required. The response is limited to ten (15) pages. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses must be submitted electronically to the Contracting Officer, Kristina Jenkins at Kristina.Jenkins@nih.gov by the closing date and time of this announcement. Facsimile responses will not be accepted, and all responses must reference the Notice ID. �Disclaimer and Important Notes.
