- NSN: 9140-01-456-2020 (Electricity and Ancillary Services) NAICS Code: 221112 (Other Electric Power Generation) This is a SOLICITATION for commercial items prepared in accordance with the Format in FAR Subpart 5.2, as supplemented with additional information. The Defense Logistics Agency Energy (DLA Energy) is issuing solicitation SPE60423R0406 for the supply of electricity and any ancillary services to be delivered to various DOD federal civilian and military facilities located in Pennsylvania, New Jersey, and Maryland and within the PJM Regional Transmission Organization (PJM) market area. The Government is soliciting offers for a 48-month delivery period (beginning with meter read occurring in the month of June 2024 through the meter read occurring in the month of June 2028) for one contract line items. The total estimated quantity to be solicited is�4,687,699,776 kWh�s. The contract awarded will be Requirement Type using multiple market pricing structures. The solicitation will be issued as a Request For Proposal. Additional requirements may be added by amendment. Executive Order (EO) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, was issued on December 8, 2021. The EO requires the Government transition to 100% Carbon Pollution-Free Electricity (CFE) by 2030.� It is the Government�s intent to maximize the amount of CFE it procures pursuant to this contract, subject to terms, conditions, and prices mutually agreed to in writing by Contractor and the Government. Contractor shall use best efforts�throughout the period of performance to identify available CFE and timely present options to the Government to fulfill the Government�s energy requirements under this contract with CFE. The parties agree that such best efforts do not constitute a�guarantee by the Contractor that it will provide CFE. All responsible sources are encouraged to submit a responsive and complete proposal. The proposed contract action will be made to an offeror, who, at the time of award, is on the state approved list of Retail Electric Providers in the states in which the award is to be made. No proposed award will be made to an offeror who appears on the Office of Foreign Assets Control- Specially Designated National (SDN) List, the Industry & Security- Denied Persons List (DPL), Federal Awardee Performance and Integrity Information System (FAPIIS), and/or Excluded Parties List System (EPLS). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
