- N0016423SNC05 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � - FSC 8040 � NAICS 325211 Anticipated Issue Date: 11 January 2024 � Anticipated Closing Date: 11 March 2024 � 2:00 PM Eastern Time In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is issuing this RFI/sources sought announcement as part of market research for the following Composite Material to support AN/ALQ-240 Electronic Support Measures (ESM) System Radomes, the AN/ALQ-99 Tactical Jamming System (TJS) radomes, the AN/ALQ-249 Next Generation Jammer � Midband Radomes, and other applicable Radomes on an as needed basis: P/N 52220436, BTCy-1A/4581 QAIII, 286 gsm, 38% RC, 38"" Material Safety Data Sheet (MSDS) T1945, Resin Content Pre-Preg Adhesive P/N 52220847, BTCy-1A/4503 AQIII, 112 gsm, 38% RC, 38"" OSI MSDS T1945, OSI Resin Content Pre-Preg Adhesive P/N 33320411, MicroPly EX-1543, 0.030 psf, NWPE, 12"" MSDS T2077, Toughened Cyanate Ester Film Adhesive, Non-Woven, Polyester supported P/N 33325018, MicroPly EX-1543, 0.060 psf, NWPE, 12"" MSDS T2077, Toughened Cyanate Ester Film Adhesive, Non-Woven, Polyester supporte P/N 52220678, BTCy-1/4581 AQIII, 286 gsm, 38% RC, 38"" MSDS T2078, Resin Content Pre-Preg Adhesive P/N 52225164, BTCy-1/4503 AQIII, 112 gsm, 38% RC, 50� MSDS T2078, Resin Content Pre-Preg Adhesive Dry Ice and Temperatures Recorders are required for all shipments. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to Toray Advanced Composites USA Inc. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. The basis for restricting competition is restricted proprietary technical data rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. The Government is seeking companies with the capabilities and facilities to provide Composite Material to support AN/ALQ-240 Electronic Support Measures (ESM) System Radomes, the AN/ALQ-99 Tactical Jamming System (TJS) Radomes, the AN/ALQ-249 Next Generation Jammer � Midband Radomes, and other applicable Radomes. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit can be provided to expedite the decision making process. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
