The purpose of this revision is to post the following information from the Pre-Proposal Conference/Site Visit that was held on 10/18/2023: Conference Presentation Attendee List ____________________________________________________________________________________ 10/6/2023 - Amendment to the Due Date for Comments and Questions. The purpose of this amendment is to correct and and modify the due date for comments and questions where referenced in this announcement, in the DRFP E.2.6, Addenda to FAR 52.212-1 Paragraph (m) Communications Regarding this Solicitation, and the Cover Letter. The due date for comments and questions is changed from October 22, 2023 to October 23, 2023, the time remains unchanged at 2:00 p.m., EST. All comments and questions regarding the DRFP should be electronically in writing, to LaRonda Davis James at�LARC-LGMPCSII@mail.nasa.gov and cc: LaRonda.L.DavisJames@nasa.gov no later than October 23, 2023, 2:00 p.m., EST. _____________________________________________________________ You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) Grounds Maintenance and Pest Control Services II (LGMPC II) solicitation.� The principal purpose of this requirement is to provide grounds maintenance, pest control, and IDIQ task orders (removal of trees, shrubs and stumps, repair and replacement of grasses areas, land clearing, fire line clearing, emergency clean-up, and pest control services, in addition to the baseline pest control services). The requirement for grounds maintenance and pest control services are in direct support of the entire LaRC, consisting of about 255 acres of maintained grounds, around 150 buildings, with six buildings on the adjacent Joint Base Langley Eustis (JBLE), located in Hampton, VA.� LaRC will serve as the buying office and administrator for this procurement. The Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Potential offerors should identify any unnecessary or inefficient requirement; and are also encouraged to comment on the DRFP CLIN structure, any unique terms and conditions, and the Solicitation Provisions outlined in Section E to include the Instructions to Offerors and the Evaluation Criteria. Additional Areas of Emphasis for Feedback: NASA LaRC seeks feedback on the clarity and content of the following: a. Volume I � Technical Proposal and Technical Considerations (reference DRFP E.2.9.2 and E.3.1.1). Clarity on understanding of the technical capability and management approach for this requirement. Clarity on 100 acres per project under Grounds Maintenance Experience in the PWS areas as described in E.2.9.2.2. Clarity on requirements for Pesticide/Herbicide Certifications and Licenses. b.�Volume II � Price (reference DRFP E.2.9.3 and E.3.1.2) Clarity of what is required in E.2.9.3 and Attachment E-03, Price Proposal Template. Clarity in how Total Evaluated Price calculated and used in the evaluation of the lowest price offeror. c.�Exhibit A � Performance Work Statement Clarity on the work to be performed at Langley Research Center. Is the general scope of duties identified in PWS Section 2.3 � 2.7.1 clear? This competitive acquisition will result in a Hybrid Firm-Fixed Price (FFP) with the ability to issue Indefinite Delivery Indefinite Quantity (IDIQ) task orders. The contract will have a total potential period of performance of five (5) years, including a base period with a 1-month phase-in, and four (4) 12-month option periods, as shown below: Phase-in Period, Feb. 1, 2024 - Feb. 29, 2024 Base, Mar. 1, 2024 - Feb. 28, 2025 Option 1,�Mar. 1, 2025 - Feb. 28, 2026 Option 2,�Mar. 1, 2026 - Feb. 28, 2027 Option 3,�Mar. 1, 2027 - Feb. 29, 2028 Option 4,�Mar. 1, 2028 - Feb. 28, 2029 Each period will include two (2) CORE CLINs: (a) CLIN X001 � Core Sustaining Grounds Maintenance and Pest Control Services: The Contractor shall perform sustaining grounds maintenance; refuse and trash removal; cleaning services; pest control services as specified in the PWS. (b) CLIN X002 - Indefinite Delivery/Indefinite Quantity (IDIQ) Services: IDIQ services include unscheduled, non-recurring services and supplies, as specified in the PWS. The Phase-in period will not be provided on a separate CLIN. The contractor is responsible for all action required to be fully operational on the effective date of the contract.� The North American Industry Classification System (NAICS) code for this acquisition is 561730, and the small business size standard is $9,500,000. The current planned release date for the Final Request for Proposal (RFP) is on or about November 8, 2023, with proposals being due December 8, 2023 (approximately 30 calendar days later). The anticipated contract award date is no later than January 31, 2024, with an effective date of March 1, 2024. The contract will be performed onsite at NASA Langley Research Center. The following additional information is provided to assist in understanding this acquisition: A 30-day or 1-month phase-in is contemplated for this requirement. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance. Pre-Proposal Conference and Site Visit: A pre-solicitation conference will be held for this requirement on Wednesday, October 18, 2023, at 10:00 a.m. Eastern Standard Time. The anticipated length of the pre-proposal conference will be about two hours. No real-time questions will be answered during the pre-proposal conference and site visit and no telephone questions will be accepted. All comments and questions received prior to October 23, 2023, as stated in DRFP E.2.6, �Addenda to FAR 52.212-1 Paragraph (m) Communications Regarding this Solicitation, will be addressed in an amendment to the DRFP and posted on SAM.gov. Organizational Conflict of Interest: NASA has determined that this acquisition should not give rise to a potential organizational conflict of interest (OCI).� Offerors should refer to NFS clause 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting.� Reference NFS clause 1852.237-72 Access to Sensitive Information which references the OCI plan if a conflict exists. �� Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA�s EFSS Box: Proposals for this solicitation are required to be submitted through NASA�s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.� Potential offerors, especially those that have not previously submitted a proposal utilizing NASA�s EFSS Box, are encouraged to review the solicitation instruction entitled �Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA�s EFSS Box� which provides instructions related to the submission of proposal via EFSS Box.� Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA�s EFSS Box.
