Description
I. This is a combined synopsis/solicitation prepared in accordance with the subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to negotiate and solicit with only one source Society of Toxicology, 11190 Sunrise Valley Drive, Suite 300 Reston, Virginia 20191 to acquire toxicology training for the colloquia on Emerging Toxicological Science Challenges in Food and Ingredient Safety under the authority of FAR (13.106(b)(1)(i). �Through market research and the current MOU with The Society of Toxicology, SOT is the only entity that can provide speakers of on Emerging Toxicology Sciences for CFSAN Community. They have some of the topnotch scientist in the Toxicology field speaking at our seminars. With this caliber of expertise our scientist updated on new research information. This is not a request for competitive proposals; however, any responsible offeror may submit a quote which will be given due consideration by the agency. II. This acquisition is issued as a Request for Quote (RFQ). III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01. IV. For purposes of this acquisition, the associated NAICS code is 611430. The small business size standard is 12.0 million. V. Background MOU number 225-22-018 is a five (5) year agreement that was established for the shared mutual interests among professional communities and government to support scientific training in interdisciplinary fields. This agreement allows the SOT and the FDA to work collaboratively to promote best practices regarding regulatory science and toxicology. Objectives In fiscal year 2024 procurement is needed to conduct training on colloquia on emerging toxicological science challenges in food and ingredient safety.� More specifically, the SOT shall provide no more than four (4) one-half day workshops on toxicology, new toxicology methods and initiatives, and toxicological regulatory science in the interval. Scope������ The SOT shall furnish the necessary personnel, materials, services, facilities, and otherwise do all things required for or incident to performance of the work. Task Requirements and Deliverables The SOT shall conduct the following training with regards to colloquia on emerging toxicological science challenges in food and ingredient safety. Training Course Due Date The Big 8: Advances in Food Allergy Risk Assessment and Management No less than one (1) month from the effective award date. Redesigning the Rodent Bioassay for the 21st Century No less than one (1) month from the effective award date. Alternative Methods for Predictive Safety Testing: 3D Bioprinted Tissue Models No less than one (1) month from the effective award date. Section 508 Compliance Section 508 of the Rehabilitation Act of 1973 (29. U.S.C. 794d), as amended by the Workforce Investment Act 1998, requires that all electronic and information technology (EIT) products and services developed, acquired, maintained, or used under this award must comply with the �Electronic and Information Technology Accessibility Provisions� set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the �Access Board�) in 36 CFR part 1194.� Information about Section 508 is available at http://www.access-board.gov/guidelines-andstandards/commications-and-it/about-the-section-508-standards. Period of Performance The period of performance shall be One base year and two-year options. � Delivery/Performance Requirements The Contractor shall provide pricing for both virtual and in person training. Note: The government intends to only exercise either virtual or in person training (not both simultaneously). The ceiling price will reflect the greater amount. Acceptance/Surveillance Presentation shall be sent prior to training. Travel No travel is anticipated. However, any required travel will be pre-approved by the Contracting Officer and/or the COR and will be reimbursed in accordance with the Federal Travel Regulations. In the event the Federal Government is closed by order of the President of the United States or the U.S. Office of Personnel Management for any reason, or the agency, the center or the building is closed for administrative or safety reasons, the Contractor shall follow directives issued by responsible officials concerning reporting for work.
