Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement, to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Small businesses are encouraged to respond. Background:� The Common Fund�s�Cellular Senescence Network (SenNet)�Program was established to comprehensively identify and characterize the differences in senescent cells across the body, across various states of human health, and across the lifespan.� The NIH Study of Longitudinal Aging in Mice (SLAM) project led by the intramural program of the NIA, provides an actively expanding biorepository of mouse physiological analyses and collected tissues.� These tissues will enable broad multi-tissue characterization of cellular senescence across sex, age, and strain. Purpose and Objectives: The bioanalysis core was established as part of the Common Fund�s�Cellular Senescence Network (SenNet)�Program. SenNet will provide publicly accessible atlases of senescent cells, the differences among them, and the molecules they secrete, using data collected from multiple human and model organism tissues.� Mice have been selected as one of the model organisms. Part of phase 1 of the studies in mice will achieve this by Immunohistochemical (IHC) staining of multiple tissues with established markers for senescent cells, providing the first screen of senescent cells across tissues and age in both male and female mice from several strains. Project requirements: General Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the�Statement of Work, which includes: 1) the establishment of staining protocols (initial setup of staining) on 5 different tissues with 5 different antibodies, ensuring the quality and end product meets the governments quality standards. 2) preparation of 6535 slides on plus charged slides from samples provided by the government.� 3) IHC staining of the 6535 slides to be delivered to the government for analysis. Specific Requirements: Preliminary work will establish the conditions for staining of tissues for 5 different tissues with 5 different selected antibodies. Once conditions have been established and staining determined to be satisfactory by the government, 6535 slides will be prepared on plus charged slides from samples provided by the government.� IHC staining will be performed on the 6535 slides with the antibodies provided by the government.� Following completion of the preparation and staining, the slides will be delivered to the government. Upon completion of the project the sample blocks will be returned to the government.� The contractor will provide biweekly reports describing the progress of the project which shall include a detailed list of protocols established and samples for which slides have been generated and slides that have been stained including information on which antibody was used to stain each slide.� Anticipated period of performance: It is anticipated that a five-year contract (12-month base year and four 12-month option periods) will be awarded. Other important considerations: Government Responsibilities: The government will provide the samples to be used in the preparation of the slides and the antibodies for staining the prepared slides. Delivery or Deliverables: The contractor shall provide slides for review of the initial staining setup. Once the protocols have been established for staining, the contractor will provide 6535 slides prepared on positive charged slides.� After generation of the slides the contractor will stain the prepared slides using the protocols developed in the setup phase. The number of days cannot be specified as it is unknown how long it will take to establish the staining protocols and then to prepare and stain the slides.� However, the time between initiation of the project and establishment of the protocols is estimated to take a few months while preparation of the slides and staining of the one set is estimated to take up to two years.� It is anticipated that the contractor will provide deliverables in a timely manner (that is as the samples are being processed and stained) so that review and analysis of the samples which is essential to the development and completion of the project can be performed. Part of the deliverable is to include the timely reporting (biweekly) of the progress which is to include: a detailed list of protocols established, progress on slides generated, and progress on the staining of the slides.� Progress on the staining should include which slides have been stained (linked to the tissue block of sample provided), the antibody used to stain each slide, and any problems or issues that may have been encountered in the staining or preparation of each specific slide.� This report can be in the form of an excel table or another format that the contractor prefers but must be complete, timely and accurate. Reporting Requirements: The contractor shall provide bi-weekly progress reports that include: a detailed list of protocols established, progress on slides generated, and progress on the staining of the slides.� Progress on the staining should include which slides have been stained (linked to the tissue block of sample provided), the antibody used to stain each slide, and any problems or issues that may have been encountered in the staining or preparation of each specific slide.� This report can be in the form of an excel table or another format that the contractor prefers but must be complete, timely and accurate. During the development of the staining protocols the contractor should communicate directly with the point of contact relating any information on the progress of the staining as well as any problems that have been encountered.� The contractor will be expected to work with the POC to resolve any problems with the establishment of the staining protocols and work towards an end that is satisfactory to the government. Similarly the government expects that the contractor will work with the POC on any problems that may be encountered in the generation of the slides and the staining of the one set of slides. Capability statement /information sought. Companies that believe they possess the capabilities to provide the required services should submit documentation of their ability to meet each of the project requirements to the Contracting Officer. The capability statement must specifically address each of the project requirements separately.� Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of personnel as it relates to the requirements outlined, 3) any contractor GSA Schedule contracts and/or other government-wide acquisition contracts (GWACs) by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted. The response must be submitted to Eric McKay, Contracting Officer, at e-mail address eric.mckay@nih.gov. The response must be received on or before December 5, 2023, 4:00 P.M., Eastern Time. Disclaimer and Important Notes:� This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in www.sam.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
