- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR PROPOSALS, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE SERVICES CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. 1. BACKGROUND The Defense Commissary Agency (DeCA) is a component of the Department of Defense (DoD).� DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. DeCA�s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. DeCA headquarters is located at 1300 Eisenhower Ave, Fort Gregg-Adams, Virginia 23801. The Defense Commissary Agency (DeCA) uses an Enterprise Business Solution (EBS) to support all of DeCA�s business operations, to include retail, back office, and support. DeCA�s online shopping portal, operated as �Commissary CLICK2GO�� (CC2G), is currently available at 235 Commissaries worldwide and allows eligible patrons to purchase groceries online and pick up curbside at the patron�s local commissary or receive local delivery at limited locations. The DeCA ecommerce application has the ability to support ecommerce grocery delivery services at all Commissary locations, providing additional access to the benefit for eligible patrons. This is a non-personal services contract to provide eCommerce-based delivery services at DeCA locations listed in Attachments A-East, B-Central, and C-West, as described more fully herein. The draft Statement of Work (SOW) and attachments for this requirement are attached to this RFI. This RFI is for market research purposes only.� The anticipated period of performance is for a one-year base year and four (4) one-year option years. Quoters must be registered is the System for Award Management (SAM) in order to be considered for award. The NAICS code for this requirement is 492210 (Local Messengers and Local Delivery). 2. PURPOSE The focus of this RFI is to: Seek interest from businesses on whether they can perform eCommerce Delivery Service in accordance with the draft SOW provided. Receive feedback from industry to questions provided below.�� 3.� RESPONSES This section contains all information required to submit a response. No additional forms or other materials are necessary.� DeCA appreciates responses from all interested sources that meet the following format: � � � � � - A one-page cover sheet on company letterhead which states the following information: � � � � � � � � � � � Business Name � � � � � � � � � � � Business Address � � � � � � � � � � � Business Size � � � � � � � � � � � Point of Contact(s), both technical and administrative, to include first and last names, job titles, phone numbers, and email addresses. � � � � - Please provide answers to the questions below and include page numbers. Recommend providing any supporting documentation and/or justification to substantiate responses provided.� Please provide responses to the questions below: 1. SAM.gov: You must have an active registration in SAM.gov to do business with the federal government. � � � � � �a. Is your company registered? � � � � � �b. Is your company considered a small or large business? If small, any specific set-asides? 2. Geographically: As stated in the draft SOW under Description of Services, the intent is for DeCA to offer grocery delivery at 178 state-side locations to include Alaska, Hawaii and Puerto Rico.� DeCA has identified 70 stores that will receive grocery delivery services at the time of contract award. Those stores have been placed in one of three geographical areas, East, Central and West, and are listed under the tab identified as �Mandatory Stores� as further stated in Attachments A-East, B-Central, and C-West to this SOW. Please note that the remaining 108 stores are listed in the same attachments under the tab identified as �Optional Stores� and may be unilaterally implemented as permitted in the contract clause titled �Government Option to Expand Delivery Locations.� Please see attachments A- East, B- Central and C-West for exact commissary locations. � � � � a. Where is your company located? � � � � b. What area(s) can you service: West, East, and/or Central? 4. Military installation access procedures will be necessary. Is your company familiar with military installation access procedures and what that entails for your workforce? 5. For area(s) that your company indicates you can service, how much lead time: � � � � a. Does your company need before it can start performing initially at the �Mandatory Stores� identified? � � � � b. Does your company need to add location(s) as we go regarding �Optional Stores� identified? 6. Would your company consider the use of subcontractors? If your firm would be partnering or subcontracting, do you already have agreements in place or could you quickly execute these business arrangements to meet the lead time responses that you provided above. 7.� As stated in the draft SOW under Government Responsibilities, the Contractor shall provide a fully functioning interface with DeCA's eCommerce application. The Contractor will need to integrate within 45 days and may have to work with a third-party company to integrate with DeCA�s current eCommerce platform.� Can your company adhere to this?
