REQUEST FOR INFORMATION (RFI) #70T01024I7668N001 U.S. DEPARTMENT OF HOMELAND SECURITY TRANSPORTATION SECURITY ADMINISTRATION OBJECTIVE The Transportation Security Administration (TSA) is issuing this Request for Information (RFI) as a means of conducting market research to identify small business parties under the One Acquisition Solution for Integrated Services (OASIS) � Small Business, Pool #1 having an interest in and the sources to support TSA�s need for support services. In addition, TSA is requesting feedback from industry in respect to the draft Performance Work Statement (PWS), such as suggested areas of improvement, lessons learned from similar projects, areas that may require further clarity, and any questions or comments that the Government should consider before releasing the final solicitation. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is anticipated to be 541611 �Administrative Management and General Management Consulting Services�. The Product Service Code (PSC) is anticipated to be R499 �Support- Professional: Other�. At this time the Government anticipates setting aside this procurement for small business concerns under the One Acquisition Solution for Integrated Services (OASIS) � Small Business, Pool #1. BACKGROUND As a component of the Department of Homeland Security (DHS), the Transportation Security Administration (TSA) is charged with protecting the nation�s transportation systems and ensuring the safety and security of the traveling public.� TSA must maintain and ensure accountability over its spending and TSA's Real Estate Management Division (REMD) is responsible for overall TSA real property management operations, lease execution and administration, policies and procedures, reporting, and oversight. REMD engages in real estate leasing with both the General Services Administration (GSA) and also utilizes its Direct Leasing Authority to contract directly with lessors. REMD comprises two distinct real estate branches for TSA including the Field Services Branch (FSB) and the Direct Leasing Branch (DLB) � which must coordinate and report on their activities to a variety of stakeholders including the Department of Homeland Security (DHS), the Office of Management and Budget (OMB), Government Accountability Office (GAO), as well as internal stakeholders such as TSA�s Financial Management Division (FMD), Business Management Office (BMO), and TSA�s internal audit group. TSA�s portfolio of leases totals more than 4.5 million square feet of space with more than 600 separate lease agreements. It includes both leased and owned buildings, parking structures, land leases, as well as, interagency agreements and space use arrangements which co-locate more than one program office within the same building. In any given month, REMD is actively overseeing dozens of space construction projects and furniture installation projects at these properties, service contracts, and is simultaneously working to re-compete and/or renegotiate space, lease terms, and/or rental rates for an average of two dozen or more of TSA�s occupied spaces. For more than five years, with the support of computer programmer contractor resources, REMD has been using and continues to refine a Real Estate Management System (REMS) that delivers integrated project management and database capabilities across real estate portfolio management, project management, and facilities management teams. With the contractor support described herein, REMD utilizes advanced Microsoft Excel skills, database queries, research skills, as well as a knowledge of TSA internal financial principles and processes, to support the collection, validation, and reporting of information concerning TSA�s real property data and related contracts, and directly monitors and facilitates the flow of information into and out of the REMS database in fulfillment of record keeping and reporting obligations. ADMINISTRATIVE A DRAFT Performance Work Statement (PWS) is provided as ATTACHMENT 1 to this notice. The draft PWS details the anticipated requirements for TSA�s support services requirement. THERE IS NOT A SOLICITATION AT THIS TIME. This request for information does not constitute a request for proposals or a promise to contract; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. Responses to this request are solely for the purpose of market research. Neither do they constitute pre-competition nor will they be evaluated in any way. Likewise, this request does not commit the U.S. Government to any course of action in the future. This request is issued solely for planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. The Government believes industry feedback is important and is receptive to comments from industry highlighting potential technical problem areas associated with this effort. The draft PWS describes the anticipated scope of services and may vary from the work scope if a final solicitation is issued. The Government does not intend to provide responses to RFI submissions or questions directly, but will consider or incorporate responses into any future solicitation relating to these requirements. The Government reserves the right to arrange a technical information exchange, demonstration, or pilot program directly with interested parties following review of submissions. Responses to the RFI will not be returned. SUBMISSION INSTRUCTIONS Interested parties are encouraged to submit responses to the following sections: Section 1 � Capabilities Statement Organization name, address, email address, web site address, telephone number, Unique Entity Identifier (UEI), confirmation of current small business socio-economic status (if any). Section 2 � Relevant Experience Provide up to three examples of projects of similar in size, scope, and complexity to the TSA requirements, preferably with the Federal Government. Please include the customer, period of performance, total contract value, and whether the work was performed as a prime or sub-contractor. Briefly describe the scope of work, to include the management and staffing methodology, best practices/lessons learned, and relevant performance metrics. Section 3 � Draft PWS A draft PWS is provided as Attachment 1 to this RFI. Please review and provide the following: 1) Describe your company's general plan to meet TSA objectives, including the general methodology for managing and staffing this type of requirement. 2) Suggest areas of improvement, lessons learned from similar projects, areas that may require further clarity, and any questions. Section 4 � Additional Feedback Provide response to the following questions as they relate to the PWS: 1) The PWS requires contractor personnel to have the ability to collate data and analyze information from disparate sources for making sound judgements and recommendations. What suggestions do you have in terms of evaluating proposals in order to ensure capable personnel are selected to support the contract? 2) What other evaluation criteria would you recommend for this project to be successful? 3) Are there any 8(a) Strategic Sourcing Vehicles that are available for these services? Feedback for the draft PWS may be inserted via track changes in the Draft PWS or in a separate Microsoft Office compatible document or Acrobat Adobe PDF. There is no page limitation for feedback. Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this RFI no later than 12:00 PM local Washington DC time on December 8, 2023. All responses under this RFI must be emailed to jason.richards@tsa.dhs.gov and austin.carter@associates.tsa.dhs.gov by the date specified in the notice. Responses not received by the closing date and time may not be considered or reviewed by TSA. Questions in support of this RFI will not be addressed.
