Description
THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY.� This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. A formal solicitation document does not exist, and formal solicitation will not be issued by the Government as a result of the response to this Sources Sought Notice.� This Sources Sought Notice is being issued by the General Services Administration (GSA), National Capital Region for Design/Build Services for the Nuclear Regulatory Commission (NRC). The project will take place at the One White Flint North (OWFN) building, located at 11555 Rockville Pike, Rockville MD, 20814. Construction on the building was completed in 1986. At that time Asbestos Containing Materials were largely no longer utilized in construction materials - it is probable that no hazardous materials were utilized in the construction of the building.� This is a Fire and Life Safety project which requires the demolition and replacement of the current fire alarm system with a digital system that has an emergency voice communication system and bi-directional amplifier two-way radio communications systems. The project includes the design and installation of a new and complete digital/addressable network voice evacuation system, a new bi-directional amplifier two-way radio communications enhancement system, and a new two-way communication system at the OWFN. The systems shall include all wiring, raceways, pull boxes, terminal cabinets, outlet and mounting boxes, control equipment, alarm and supervisory signal initiating devices, alarm notification appliances, and all other accessories and miscellaneous items required for complete operational systems even though each item is not specifically mentioned or described.� To satisfy these requirements, GSA/NRC will require hybrid work, taking place during operating and non-operating hours, and the existing fire alarm must remain operational during construction. The contractor must adhere to the most recent requirements from GSA PBS P100, International Building Code, and NFPA 72, National Fire Alarm and Signaling Code.� The estimated construction cost range is between $5,000,000 and $10,000,000, and Period of Performance is approximately 470 days from date of Notice to Proceed.� NAICS Code: Construction of Buildings - 236220 - Commercial and Institutional Building Construction. PSC Code: Z2AA -- Repair or Alteration of Office Buildings� Interested parties are invited to submit a Capability Statement to assist the government with market research and acquisition strategy planning (5-page limit). All information submitted is subject to verification. Additional information may be requested to substantiate responses. At a minimum the capability statement should include the following: 1) Name and address of your company, UEI number, and point of contact containing a phone number and email address.� 2) Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service, Disabled Veteran Owned Small Business, Small Women-Owned Business, etc.� 3) Does your company have bonding capacity up to $10,000,000?� 4) If your company is/will be part of a joint venture, state names of joint venture members and their business size(s).� 5) Please submit three (3), and no more than five (5) completed projects in the past (5-7 years) of similar magnitude and complexity. Please include the following questions and limit your response to (15) pages in total.� ? Briefly describe experience working in sequence in an occupied building to minimize disruption to building occupants, visitors, existing fire alarm operation, and maintenance activities. ? Briefly describe any experience with fire alarm system replacement and installation which includes but not limited to a networked digital addressable emergency voice communication system, duct smoke detectors, and any methods used to prevent disruption of audio/speaker circuit(s) serving a SCIF.� ? Please provide customer names and phone numbers, project completion date, location, size, and dollar values (award value and completed value) of the projects.� Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response.� Please submit your capability statement via email to William Lundell, Contract Specialist, at william.lundell@gsa.gov and James E.
