Washington WashingtonCD@state.gov INL will not accept proposals beyond the closing time/date, unless it can be determined DOS mishandled the proposal. � GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT� Mission of the U.S. Department of State (DOS): �The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President�s principal foreign policy advisor. �The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � The Office of Western Hemisphere Programs (INL/WHP) is devoted to carrying out INL�s mission in the Western Hemisphere by working with INL Sections and Narcotics Affairs Officers in US Embassies throughout the region. �In addition, INL works with other United States Government agencies (such as the Department of Justice and the White House�s Office of National Drug Control Policy) and international organizations (including the Organization of American States� Inter-American Drug Abuse Control Commission) to ensure the most efficient coordination of policy and program implementation. The purpose of this Personal Services Contract is to provide an INL Maritime Security Advisor who will support the continued implementation of the Regional Maritime and Land Interdiction project as described on the 2009-01 Central America Regional Security Initiative (CARSI) Letter of Agreement between the United States government and the Government of Panama (GOP). �The Advisor will provide advice and support to the INL Director, INL Deputy Director, other INL colleagues, and representatives of defense and law enforcement agencies at the Embassy and working across the region. �The Maritime Security Advisor will work closely with GOP officials in the Panamanian National Air and Navy Service (SENAN), Panamanian Border Service (SENAFRONT) and Panama National Police (UTOA), hereinafter referred to as the Joint Maritime Force-Panama (JMF-Panama) and related entities. � DUTIES & RESPONSIBILITIES� Under the direct supervision of the INL/Panama Deputy Director or his/her designee, the MSA will perform the following duties:� 1.�� �Manages the full lifecycle of maritime security assistance projects in Panama to include strategic and budget planning, design, coordination, implementation, oversight, monitoring and evaluation, and closeout. �Ensures INL maritime security assistance projects meet strategic objectives and foreign assistance priorities set by the White House, the Department, Embassy Panama, and INL Panama.� 2.�� �Implements a U.S. government-supported Joint Maritime Force-Panama strategic development plan. 3.�� �Provides policy analysis and program guidance to INL on maritime security issues and programs in Panama. �Such guidance may address a range of issues, to include strategy, capacity, budget, training and technical assistance requirements, procurement planning, refurbishment and/or construction of maritime facilities, and reviewing sustainability of INL investments.� 4.�� �Exercises oversight for up to two maritime TPCs. �Also supervises locally employed staff members in the course of their duties working on maritime programming. 5.�� �Identifies support requirements related to maritime security and leads the preparation of documentation for procurement of technical services, training, and equipment and the monitoring of procurement actions, including drafting source origin waivers, contract and grant solicitations, scopes of work, bilateral letters of agreement, delivery, and acceptance of items procured to support INL Panama. � 6.�� �Serves as a Contracting Officer�s Representative (COR), Agreements Officer�s Representative (AOR), and/or Grants Officer�s Representative (GOR), as assigned.� 7.�� �Works with INL leadership to coordinate activities and assistance with the Embassy�s Maritime Synchronization Working Group and other relevant U.S. government counterparts. �Assures that engagements and project proposals reflect a coordinated, embassy-wide approach. 8.�� �Establishes and maintains effective working relationships with key Panamanian maritime officials and agencies. �Represents INL and the USG in coordination meetings with the GOP and other foreign governments as required.� 9.�� �Establishes and coordinates a training plan to meet JMF-Panama needs and address service gaps. �Implements programs including, but not limited to, preventative maintenance, renovation of existing maritime bases, and integration of new vessels into JMF-Panama�s fleet. 10.�� �Reviews and advises on the purchase and refurbishment of vessels as well as on maintenance and operational training. 11.�� �Assists in the establishment of an integrated logistics and preventative maintenance and inventory program that is essential to the Central American Regional Security Initiative (CARSI) and the operational capabilities of JMF-Panama. 12.�� �Provides technical advice to the INL Director and Panama Service Directors on maintaining the safe, operational status of all U.S. government-donated and Government of Panama-purchased vessels. 13.�� �Provides technical advice/support through INL-Panama to JMF-Panama to enable the patrol boat engineers to maintain safe operational status of the patrol and small boats. Provides advice on repairs, ordering spare parts, and supplies. 14.�� �Arranges, manages, and coordinates with other U.S. agencies� civilian and military engineering mobile training teams� visits, which will provide additional specialized outboard motor maintenance and other engineering training to JMF-Panama. Recommends and arranges travel for selected Panamanian officials to the United States for recommended training. 15.�� �Assists INL-Panama project budget preparation and program planning. �Defines and makes recommendations on procurements and preparation of related project documentation. 16.�� �Advises the Panama Service Directors concerning their maintenance and repair budget. 17.�� �Oversees and coordinates the dry dock periods of U.S.-donated patrol vessels in Panama and supervises funded contracts for dry dock periods and pier side overhauls. 18.�� �Assists JMF-Panama to evaluate, repair, maintain, or decommission other operational/non-operational vessels in their inventory. �Makes recommendations regarding future acquisitions and development plans. 19.�� �Prepares INL leadership for attendance at general and law enforcement meetings, national and international conferences and seminars, and meetings with GOP officials, reporting on discussions, activities, and/or decisions. 20.�� �Provides advice and assistance in end-use monitoring (EUM) of U.S. government-supplied commodities and services, preparing input for the annual EUM report to the U.S. Congress. �Reviews and advises on the purchase and refurbishment of systems and equipment transferred to the relevant GOP entities. 21.�� �Provides advice and assistance in the formulation of INL input to the Integrated Country Strategy (ICS). 22.�� �Prepares background materials and reports to be used by the INL Director and other U.S. government personnel in preparing speeches and briefings to articulate INL engagement on maritime security efforts in Panama. 23.�� �Briefs visiting officials and Embassy staff on the role of INL and the status of U.S.-Panama maritime security projects and related initiatives. 24.�� �When required, performs the role of Duty Officer. 25.�� �Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES � 1.�� �Completes the Contracting Officer�s Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.�� �Completes the Grants Officer Representative (GOR) course through the FSI within 120 days of arriving at Post. 3.�� �Completes the Introduction to Working in an Embassy (PN113) DL course through FSI within the first six (6) months of arriving at Post. 4.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT-650) prior to deployment to Post. 5.�� �Completes INL-relevant courses within the first nine (9) months of arriving at Post:� a.�� �As required by INL Panama City Director � INL/PREP training offered by INL/KM� b.�� �PP420 INL Program and Project Management I� c.�� �PP421 INL Financial Management� d.�� �PP422 INL Contract Administration, Procurement Policies and Procedures� e.�� �PA392 ILMS Overseas Ariba Procurement� 6.�� �Consultations with INL/WHP prior to deployment are required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS� The place of performance for this position is U.S. Embassy Panama City, Panama. Occasional travel within Panama, to other countries in the region, and to the U.S. may be required. RELATIONSHIP The MSA will report to the INL Deputy Director at U.S. Embassy Panama City, Panama, or his/her designee. �The MSA will consult and coordinate with key personnel that might be germane to the INL programs under his or her supervision. These may include key personnel such as the regional advisors of the U.S. Department of Justice International Criminal Investigative Training Assistance Program (ICITAP) and International Computer Hacking and Intellectual Property (ICHIP) program and other INL Panama personnel. �The MSA will directly supervise one locally employed staff (LES) and oversee the work of one to two third-party contractors (TPCs). �The MSA will have close working relationships with the INL/WHP CARSI Team Lead and Program Officer, and other INL Maritime Advisors or similar personnel across the region, as determined by the relevant INL Directors. The Contract Administrator is the INL Contracting Officer in Washington, D.C. In no instance shall the INL Deputy Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The INL Deputy Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY� The MSA develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. �Coordinating plans with various other groups including international donors, U.S. Government interagency partners, such as the DEA, DOD, DOJ, DHS, and others, and the Government of Panama can be complicated. �Projects require dynamic leadership, expertise, and complex innovation, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may affect other programs. �They are broad in scope and complicated by many complex features, technical, administrative, or political in nature.� � SCOPE & EFFECTIVENESS� Guidelines consist of U.S. Government and DOS Acquisition Regulations and accepted legal principles and theories. �In addition, the MSA must be able to determine application of basic administrative policy statements concerning the issue or problem being studied, and may include reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. �The MSA must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and DOS financial operating procedures and policies. �The MSA is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area.� � PERIOD OF PERFORMANCE � The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.� � MINIMUM QUALIFICATIONS � 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). Factor 4: �� �Management & Communication Experience �(10 points) � Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain, and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials.
