Description
This announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation.� The Task Force Virgin Island Puerto Rico (VIPR) is seeking interest from prospective offerors for a potential fiscal year (FY) 2024 award of the aforementioned project.� The purpose of this synopsis is to gauge of interest, capabilities, and qualifications of various members that can provide Quality Assurance services for Civil Works and Military/Vertical Construction projects. The proposed project will be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. Task Force VIPR anticipates the issuance of a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The estimate period of performance consists of a base year plus 4 option periods with performance commencing in July 2024. Specifics regarding the number of option periods will be provided in the solicitation. Quality assurance services for Civil Works and Military/Vertical Construction projects are to be performed. Services include assessment and monitoring of compliance with plans, specifications, and ancillary documents, quality assurance review of submittals, reports, plans, studies, technical documents, and any other Construction. Contractor document to assure compliance with plans, specifications, and ancillary documents; reporting of findings to the Field COR; materials testing; cost estimate quantity take-offs; construction and project scheduling support; geotechnical lab tests and borings, with no PE judgment; file and data management; and other similar non-design tasks, as necessary. Each task order will incorporate the expanded scope of work, which is specific to the services for that task order, in accordance with the services categories in the basic contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. No feedback or evaluations will be provided to companies regarding their submissions. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990, All Other Professional, Scientific and Technical Services, with a size standard of $15,000,000.00. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The total procurement capacity proposed is $35,000,000.00. � Anticipated solicitation issuance date is on or about 15 February 2024. The official Synopsis citing the solicitation number will be issued on the SAM.gov Contracting Opportunities Website: https://sam.gov. � A draft Performance Work Statement (PWS) are attached for review (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length and shall include the following information: What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so please provide details. Can or has your company managed a team of subcontractors before? If so, provide details. What specific technical skills does your company possess which ensure capability to perform the tasks? Please note that under the Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this draft PWS for the base period as well as the option periods. Firm�s name, address, point of contact, phone number, website, and email address. Firm�s capability to perform a contract of this magnitude and complexity (include firm�s capability to execute comparable work performed within the past 5 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) � provide at least 3 examples. Firm�s Business category and Business Size �Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.� . If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable � existing and potential. All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Submission Instructions: Interested parties who consider themselves qualified to perform the work associated with the subject requirement, are invited to submit a response to this Sources Sought Notice no later than 8 December 2023 at 4:00PM, Local Time. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
