Description
SPECIAL NOTICE - REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT: The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) is issuing this RFI to determine the technical capability of the industry. This Request for Information / Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested vendors in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-Government personnel and entities. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary. The results of this market research will contribute to determining the method of procurement. BSEE is seeking information from vendors that have the capability of performing the work described below: Using the 2007 MMS report �Review of the State-Of-The-Art on Modeling Interactions between Spilled Oil and Shorelines for the Development of Algorithms for Oil Spill Risk Analysis Modeling� as a guide, the receiver of this project shall perform the following to evaluate, update, and advance the state of knowledge of shoreline holding capacities of oil and associated oil spill modeling by synthesizing several data sources. The project will include a literature review of the state-of-the-science associated with spilled oil interactions with sediments on beaches. The information on shoreline holding capacities and associated available models and algorithms should focus on adding an understanding to the regulatory and response capabilities of the Bureau of Safety and Environmental Enforcement (BSEE), and its sister agency the Bureau of Ocean Energy Management (BOEM). The project and report will also include a thorough review of all known existing shoreline oil retention models, a review of the previously identified algorithms from associated with shoreline oiling, and the calculations of holding capacity from empirical field data, SCAT data, and bench scale testing experiments. The review will include comprehensive assessment of the existing model�s algorithms, and how the identified models utilize/ingest these models. The project should also identify knowledge gaps about shoreline oil handling modeling and algorithms. The project will include an assessment of well documented SCAT survey data, that will be analyzed for patterns in oil penetration and oil-holding capacity by shoreline sediment type and oil type for potential application in modeling algorithms. The project presented will require an entity familiar with hydrodynamic modeling, sedimentation modeling, chemical and physical processes of released oils, and shoreline dynamics and processes. Responses must be identified by RFI No. 140E0124Q0008 and must be written in 12-point, Times New Roman font with margins of one inch or greater on all sides, consist of five pages or less, and include the following business information: 1.
